Youth military duty, according to Solon, is “excellent” for nation-building.

House Assistant Majority Leader Eduardo Gullas said he supports presidential daughter and Davao City Mayor Sara Duterte’s plan for all able-bodied Filipinos to serve in the military when they reach the age of 18.

Gullas, who represents Cebu province’s first district in Congress, said in a statement on Sunday that “military duty for our youth is great for nation-building.”

“Military service will develop a deeper feeling of devotion to the country in young Filipinos, in addition to greatly boosting our national security preparedness,” he added.

Military duty will also “give young Filipinos with new life skills and enhance their capacities to deal effectively with the demands and hardships of life,” according to Gullas, the former Cebu province governor.

Duterte previously stated that if the elected vice president, she would use her position to push Congress to approve a new law mandating military duty for all fit Filipinos, similar to Israel and South Korea.

“It’s even better than our bill,” Gullas added, referring to a proposal to reintroduce the required military education and training program for male college students.

Gullas is the author of House Bill 1788, which calls for the Reserve Officers’ Training Corps (ROTC) program to be reinstated in all private and public higher education institutions.

The statute mandates that the ROTC program be open to all male students enrolled in all colleges and universities.

All baccalaureate degree courses, as well as two-year technical-vocational courses, must include the curriculum as a requirement for graduation.

Female students are also welcome to participate in the program on a voluntary basis.

Gullas proposes that the ROTC program be divided into two phases. The basic course will be required for the first two years. The second and third years, or the advanced course, will be optional.

The Department of National Defense shall specify the program of instruction for the purpose of generating enlisted reservists (those who have completed the basic course) and officer reservists (for those who completed the advanced course).

Until the National Service Training Program Law of 2002, or Republic Act 9163, all-male college students were required to participate in the ROTC program.
