Panels for the Comelec campaign are set to open in NegOr.

Prior to the start of the campaign season for candidates in the May 9 polls, the Commission on Elections (Comelec) in Negros Oriental will form campaign monitoring committees at the provincial and municipal levels.

In an interview with the Philippine News Agency on Monday, lawyer Lionel Marco Castillano, provincial election supervisor-designate for Negros Oriental, said the Provincial Comelec Campaign Committee and its counterparts in the towns and cities will be tasked with monitoring the activities of candidates on the campaign trail and ensuring that guidelines and restrictions are followed.

“The coronavirus disease 2019 (Covid-19) epidemic has resulted in some adjustments in prior Comelec norms allowing political candidates and their supporters to campaign for election,” Castillano remarked in a mix of English and Cebuano.

There are no constraints on their movements, such as no handshakes, no selfies, no door-to-door campaigning, the procurement of Comelec Campaign Committee permits prior to rallies and similar events, and, most importantly, adherence to fundamental safety and health regulations, he stated.

The requirements for the conduct of in-person campaigns, rallies, caucuses, meetings, conventions, motorcades, caravans, and “miting de advance” under the “new normal” in connection with the elections are outlined in Comelec Resolution No. 10732, which was issued on November 24, 2021.

“We are also led in the execution of guidelines, rules, and regulations in relation to the fight against Covid-19 by the National Inter-Agency Task Force for the Management of Emerging Infectious Diseases (NIATF-EID),” Castillano stated.

He explained that the Provincial Comelec Campaign Committee’s responsibility will be to monitor the activities of candidates competing for provincial elective seats, while their equivalents in the towns and cities will do the same for those vying for local ones.

“Before engaging in campaign activities covered by the resolution, the candidates must obtain a permit from us,” he stated.

On Monday, Castillano met with Col. Germano Mallari, the provincial police director, to discuss election-related matters, particularly the monitoring of political candidate activity.

“Dunay mga bago nga mga prohibitions nga wala sauna mao nga kinanglan na ug monitoring (there are new restrictions that require monitoring) and they must also submit a compliance report after each campaign,” he explained.

The campaign period for candidates seeking national positions will begin on February 8, and permission from the Regional Comelec Campaign Committee will be required.

The campaign cycle for provincial and local candidates will begin on March 25.

Castillano will lead the Provincial Comelec Campaign Committee, which will comprise members from the Philippine National Police, Armed Forces of the Philippines, the Provincial Health Officer, and the provincial office of the Department of the Interior and Local Government.

Prior to the campaign’s official launch on February 4, Castillano will attend a virtual meeting with the Provincial Comelec Campaign Committee.
