The House of Representatives failed to pass a bill legalizing and regulating the operation of motorcycles-for-hire on its second reading.

House Bill 10571, which permits motorbikes to be used as common carriers for the transportation of persons and commodities, including parcels and mail, was passed by voice vote at Tuesday’s plenary session.

The bill requires that motorcycles-for-hire be registered with the Land Transportation Office (LTO) in order to guarantee that all motorcycles-for-hire are roadworthy prior to registration or renewal.

The Department of Transportation (DOTr) is responsible for establishing the requirements and criteria for motorbikes that may be used as public utility vehicles.

Meanwhile, the Land Transportation Franchising and Regulatory Board will be able to award motorcycle-for-hire franchises in metropolitan and urban areas, as well as establish the number of units and areas of operation in accordance with the DOTr’s route rationalization plan.

The LTFRB will also set the tariffs, surcharges, and other transportation fees that motorcycle-for-hire operators, transport network companies (TNCs), and online e-commerce platform provider operators (OEPPs) can charge.

The measure would allow motorcycles-for-hire to be operated through digital booking systems or at specified terminals.

Motorcycles-for-hire shall not be constrained by a single TNC or OEPP in order to maximize their operation, but shall be able to employ a multi-homing method within a specific region of operation under the given franchise.
