On Wednesday, presiding Commissioner Rowena Guanzon of the Commission on Elections (Comelec) First Division said she already has her dissenting opinion and is just waiting for the ponente of the three disqualification cases against presidential aspirant Ferdinand “BongBong” Marcos Jr. to issue the ruling.

The document, according to Guanzon, was ready on January 17, the day the ruling was meant to be issued.

“In reality, I have a dissenting opinion,” she stated in a Facebook live video. “I was ready on January 17 because we raffle the disqualification cases, three of which are termed merged cases, and they went to a commissioner as the ponente.”

The verdict was not disclosed on January 17 and the following day, according to Guanzon, because the ponente assigned it to a lawyer who contracted the coronavirus illness 2019 (Covid-19) and the Commissioner, who was quarantined for being a close contact.

“We raffle the case here at the Commission on Elections.” The decision will be written by the ponente. “We’ll sign it if we both agree with another member of the Commission,” she stated.

“So that’s how we do things around here.” So I’m not picky about who will write or who will be the ponente, and what the ponente commissioner written isn’t necessarily our choice. “It’s because each of us has the ability to create our own viewpoint,” she explained.

She stated that she will make a decision on all of the ongoing cases this week or early next week.

“By Friday, or at the very least Monday.” Guanzon, who is slated to retire on February 2, continued, “I promise you I have 0% backlog for cases given to me.”

Commissioners Marlon Casquejo and Aimee Ferolino are the other members of the First Division.

Guanzon dismissed reports last week that they are delaying the determination of Marcos’ disqualification charges.

“So it’s not accurate to claim we’re delaying to favor one party,” she added in a Facebook live broadcast.
