Eastern Visayas begins budget planning for 2023.

Eastern Visayas has begun developing its budget proposal for 2023, using the Regional Development Council’s (RDC) review process, a cloud-based collection of budget proposals from various agencies.

Regional Director Bonifacio Uy of the National Economic and Development Authority said Monday that RDC members had been briefed on the budget preparation and review process, noting the recently approved RDC Eastern Visayas budget standards for the coming year.

“These specific rules now specify out the numerous stages that must be followed in order to conduct a thorough budget analysis of proposals. These guidelines, in particular, incorporate prioritization criteria for the rating of projects offered by agencies and state institutions and colleges,” Uy explained over the phone.

To guarantee transparency and inclusivity of priority recommendations, the 2023 budget review will employ the online RDC budget review drive, which is available to the public and can be viewed and commented on by stakeholders at the national, regional, and local levels.

The enhanced budget drive was introduced to make the online review feature easier to use. It will also make it simple for government organizations and regional stakeholders to submit, facilitate, review, and save budget preparation documentation in real-time.

“We hope that by using this tool, we will be able to present appropriate budget recommendations that will result in stronger socio-economic growth for the region in 2023 and beyond,” Uy added.

According to the Department of Budget and Management’s 2023 budget calendar, budget preparation meetings will take place in February, encoding of budget proposals will take place between February 1 and April 15, and the deadline for online submission of budget proposals will be May 31.

Executive Order 325, signed in 1996, requires the RDC to assess government agencies’ yearly budget plans to verify that they match the region’s strategic development goals and priorities.
