The DILG program improves LGUs’ ability to achieve peace and development.

The “Retooled Community Support Program” (RCSP), according to a Department of the Interior and Local Government (DILG) official, is a huge boost to the ability of local government units (LGUs) to fulfill their peace and economic development goals.

The success of the RCSP, according to DILG director Rene Valera, can be seen in basic service delivery (BSD), where regional agencies act as a link between the national government and the barangay level, channeling the proper services.

He cited the Department of Agriculture (DA), the Department of Agrarian Reform (DAR), the Department of Environment and Natural Resources (DENR), the Department of Public Works and Highways (DPWH), the Department of Health (DOH), and the Department of Education (DepEd) as examples of agencies tasked with delivering national government services to local governments.

“Ang Retooled Community Support Program ay binigyan ng kapangyarihan ang mga barangay at apektado ng hidwaan at nasa laylayan sa ilalim nito,” he said. Habang ang Capacitating Urban Communities for Peace and Development Program ay binigyan ng mga unit ng pamahalaang local sa pamamagitan ng mga lokal ng punong bayan, lungsod at panlalawigan upang maitaas ang pamamahala sa pagtalakay sa mga mahihinang sektor (Under this, the retooled Community While the Capacitating Urban Communities for Peace and Development Program was tasked by local government units through barangay captains in cities and municipalities to upgrade their governance pertaining to the weaker sectors),” Valera said during an online press conference held by the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) on Monday.

He highlighted that in the execution of the RCSP, where the first line of business is in the preparatory landscape, certain needs must be accomplished.

This is where the planning, orientation of the local chief executives (LCE) and Sanggunian Bayan (city/municipal council), and the barangays learn about their various roles, according to Valera.

The second step will involve the formation of a local core team, which will be led by barangay captains, mayors, and governors and will bring together all stakeholders.

This empowers local governments to create platforms with public participation to identify answers to problems related to good governance and progress.

LGUs would directly discuss related issues through the meticulous evaluation of their plans in collaboration with national government agencies through various schemes such as frequent service caravans.

The third phase will ensure that the RCSP prioritizes programs, projects, and activities that are in line with the government and the Barangay Development Plan (BDP), while the fourth phase will empower local governments and communities by giving them the authority to address pressing issues and speed up the delivery of improved public services.
