DFA advises MARINA to address flaws to avert employment losses.

The Department of Foreign Affairs (DFA) recommended the Maritime Industry Authority (MARINA) to implement essential adjustments to solve the flaws in the country’s seafarers’ education, training, and certification system noted by the European Union on Friday.

“MARINA is in charge of enforcing the STCW Convention (Standards of Training, Certification, and Watchkeeping for Seafarers). The EU has now given MARINA until March 10, 2022, to rectify the flaws that the EU has highlighted since 2006 “In a statement, the DFA said.

“MARINA is strongly urged to cooperate. Thousands of our seafarers’ livelihoods are on the line “It was also added.

Last December, the European Commission (EC) informed the Philippines of a number of problems, including major ones, in its seafarers’ education system, which fails to ensure that the STCW Convention’s standards are met.

Inconsistencies were discovered in the monitoring of school inspections and evaluations, according to the EU Delegation in Manila. These include, among other things, “concerning discoveries” on simulators and on-board training.

“In the second half of December 2021, the Philippine government received notification from the European Commission. According to the guidelines, the Philippines must respond to the European Commission in writing within two months, no later than March 10, 2022 “In a statement, the EU said.

The EC will then review the Philippines’ response with the help of the European Maritime Safety Agency (EMSA) and decide on a course of action.

‘Vessels flying the EU flag are prohibited.’

If the EU receives a negative assessment, it will eventually stop accepting Philippine-issued STCW certificates for masters and officers, a decision that will be passed down to the EU’s 27 member states.

Existing credentials for masters and officers would be acknowledged until they naturally expired in that case, but fresh certificates would not be recognized to work on EU-flagged ships, according to the EU.

“Seafarers make a substantial contribution to the Filipino economy, as we all know. We value Filipino seafarers equally, as one out of every five foreign seafarers aboard EU-flagged ships is Filipino. As a result, the European Commission anticipates that by March 10th, the Philippines will have completed the necessary internal reforms and adjustments to fully comply with the STCW criteria “It was also added.

Foreign Affairs Secretary Teodoro Locsin, Jr. chastised MARINA in a subsequent tweet for failing to act more than a decade after the first EMSA examination.

“I issued a warning to MARINA and submitted a document to the Palace and (Transportation Secretary) Art Tugade. I shall support the EU/EC, which summoned me to Brussels to inform me what was going on: 16 years of no action from Marina and the approaching destruction of our maritime industry “he penned

“Then offered to assist Marina, but Marina has done nothing in the last three and a half years. All the EU wants is for substandard maritime schools to close, some of which are owned by lawmakers and others which are run by government officials who wouldn’t know academic criteria if they were rammed down their throats. Get your fucking fucking fucking fucking fucking fucking “Added he.

EMSA inspections were carried out in 2006, 2010, 2012, 2013, 2014, 2017, and the most recent one was in March 2020, which served as the foundation for the European Commission’s most recent assessment.
