The Comelec and four agencies are debating the guidelines for in-person polling campaigns.

The Commission on Elections (Comelec) held its first coordination meeting with deputized agencies on Friday to discuss the new normal’s norms for in-person election campaign operations.

The National Comelec Campaign Committee (NCCC), led by Commissioner Rey Bulay as Commissioner-in-Charge, held a virtual meeting with representatives from the Department of Health (DOH), Philippine National Police (PNP), Armed Forces of the Philippines (AFP), and the Department of Interior and Local Government (DILG) to discuss the implementation, which will begin next week.

“As the campaign period approaches on February 8, the Comelec, through the NCCC, wishes to reassure the public that the duly constituted campaign committees nationwide stand ready to implement the guidelines institutionalizing the new normal in the conduct of in-person campaigns, rallies, caucuses, miting de Avance, motorcades, and caravans for the 2022 National and Local Elections,” he said in a statement.

The NCCC is allowed by Resolution No. 10732 to categorize the category level of each area, province city, and municipality in accordance with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases’ alert Level categorization (IATF-EID).

The instructions detail the appeals process in the event that the assigned category level is reclassified, as well as the application process and documentation required prior to conducting any election campaign activities.

The authorities also pledged their support for carrying out their statutory duties, as the general public and all electoral stakeholders would see, for the first time, a countrywide automated election that adheres to strict public health and safety norms.

“We are also assured in the enforcement of these guidelines and prosecution of violations thereof by the commitment of the deputized agencies who have been our valued partners in ensuring not only a free, honest, peaceful, and credible electoral exercise but also a safe one,” the poll body official added.

The presidential, vice presidential, senatorial, and party-list candidates will begin their 90-day campaign phase on February 8, while local candidates will begin their 45-day campaign period on March 25. (
