PRRD issues an EO to expedite the completion of the OFW hospital.

President Rodrigo Duterte issued an executive order on Tuesday to expedite the construction of a hospital that will primarily serve the health care requirements of overseas Filipino workers (OFWs) and their qualifying families.

In a press statement, Acting Presidential Spokesperson Cabinet Secretary Karlo Nograles confirmed that President Rodrigo Roa Duterte issued Executive Order No. 154 today, December 7, 2021, mandating the building of the Overseas Filipino Workers (OFW) Hospital.

“We see the development of this speciality hospital dedicated to OFWs as a long overdue acknowledgement of the tremendous contribution of Filipino migrant workers to the economy and to the country,” he added.

OFWs are described as “unsung modern-day heroes of the Philippines” in EO No. 154, which was signed by Duterte on Tuesday. OFWs “bravely live and work in a foreign land to support their families back home, and their regular remittances have contributed to the stability and growth of the Philippine economy.”

“The creation of a specialist government hospital devoted entirely to OFWs will honor the vital contribution of Filipino migrant workers and alleviate their health problems and anxieties,” says the report. Read EO No. 154.

The Inter-Agency Committee on the OFW Hospital (ICOH) is established by Executive Order No. 154, which is chaired by the Secretary of Labor and Employment and co-chaired by the Secretary of Health.

ICOH is in charge of determining and carrying out the appropriate steps for the formal establishment and/or incorporation of the OFW Hospital in accordance with RA No. 10149 or the “GOCC Governance Act of 2011,” as well as assuming, performing, and carrying out the functions and responsibilities of its Board of Trustees, in coordination with the Governance Commission for Government-Owned and โ€“Controlled Corporations.

The Department of Labor and Employment’s available appropriations will be used to fund the establishment and initial operation of the OFW Hospital (DOLE).

Following that, the ICOH or the Board of Trustees will work with the Department of Budget and Management to ensure that any additional financing needed to carry out this Order will be included in the annual General Appropriations Act, subject to the ordinary budget process.

The ICOH or the Board of Trustees shall provide an annual report on the implementation of this Order to the President through the Executive Secretary.

The EO is anticipated to address the delay in the construction of the OFW Hospital in San Fernando, Pampanga, according to Labor Undersecretary Renato Ebarle.

Due to legal concerns, he said they were unable to begin the bidding process for medical equipment utilizing the PHP200 million donation from the Philippine Amusement and Gaming Corp. (Pagcor) for the purpose.

Due to the deferred procurement, he added the six-story facility is currently just 49% built.

The OFW Hospital was supposed to open in the fourth quarter of this year, but Ebarle said they are now on track to finish it before the 2022 elections.
