Solon applauds sweeping reforms that will benefit students with disabilities.

Senator Win Gatchalian applauded the Senate’s approval of the bicameral conference committee report on a landmark bill ensuring accessible education and related services for disabled students.

The bicam report on Senate Bill 1907 and House Bill 8080, titled “Instituting a Policy of Inclusion and Services for Learners with Disabilities in Support of Inclusive Education Act,” resolved differences between the two bills.

The law states that all schools, whether public or private, must ensure that every learner with a disability has equitable access to high-quality education and that no learner with a disability will be denied admission.

Minimum services and conditions will be established in all schools’ admissions systems and policies as part of the proposed measure’s implementing rules and regulations. These include, among other things, the provision of assistive devices, facilities, and infrastructure during the admissions process, as well as other forms of reasonable accommodation.

The bill also calls for the establishment of a national network of Inclusive Learning Resource Centers for Learners with Disabilities (ILRC), which will act as a one-stop-shop for providing free support services to learners with disabilities and implementing inclusive education programs.

In the beginning, the Department of Education (DepEd) will establish and maintain at least one ILRC in each city and municipality, in collaboration with local government units. Based on the needs of cities and municipalities and the availability of resources, ILRCs may be established in every school district.

Experts such as educational psychologists, guidance counselors, developmental pediatricians, physical therapists, speech and language therapists, special needs teachers, and other allied medical professionals will be part of each ILRC’s multidisciplinary team.

Senators Lito Lapid, Pia Cayetano, Sonny Angara, Cynthia Villar, Joel Villanueva, Bong Revilla, Miguel Zubiri, Nancy Binay, Risa Hontiveros, Bong Go, Richard Gordon, Leila de Lima, Francis Tolentino, and Koko Pimentel were among the bill’s co-authors and co-sponsors.
