In the democracy summit, Duterte will reaffirm his call for peaceful elections.

In the next Summit for Democracy, President Rodrigo Duterte will renew his call for “peaceful” conduct of the Philippines’ 2022 national and municipal elections, according to a Palace official.

Duterte’s engagement in the US-organized conference, according to Undersecretary Robert Borje, Chief of Presidential Protocol and Presidential Assistant on Foreign Affairs, will address not only what has been done in terms of democracy, but also ongoing measures to ensure its continuation.

And, in the framework of democracy, a democracy cannot be robust if power is not transferred peacefully and regularly. In an interview with PTV-4, Borje said, “I think this will appear very powerfully and very significantly in the President’s speech.”

Borje, in support of Duterte, stated that the Philippines cannot be really democratic unless Filipinos have the opportunity to elect the country’s next leaders through “peaceful, honest, free, and credible” elections.

“It’s an admission on the President’s part, and perhaps a reaffirmation of his strong opinion, that it is first and foremost his obligation bilang Pangulo na siguraduhin na may (as President, he would ensure a) peaceful transition, dahil pag nil nito, hindi tayo matatawag na demokrasya.” Authoritarian tayo, ibig sabihin. ‘Pag hindi naman (since we can’t call ourselves a democracy without it.) This indicates that we are autocratic. If our elections are not peaceful, honest, free, and credible, the integrity of the democratic process and democracy will be called into doubt,” he warned.

Despite the difficulties, he stated that Duterte will remain committed to the advancement of democracy and its essential values.

Duterte’s decision to accept US President Joseph “Joe” Biden Jr.’s invitation to attend the summit was previously termed by Malacanang as “compatible” with his independent foreign policy.

“Si Pangulong (President) Duterte has always been steadfast in his foreign policy and even foreign relations,” she said. And, to say it bluntly and consistently, the President’s foreign policy has never changed – it has always been a friend to everyone, an adversary to none,” Nograles said on CNN Philippines’ “The Source” on Wednesday.

According to its website, the Summit for Democracy will focus on the problems and possibilities confronting democracies and will give a platform for leaders to declare both individual and collective commitments, reforms, and efforts to safeguard democracy and human rights at home and abroad.

The US is consulting experts from government, multilateral organizations, philanthropies, civil society, and the private sector in the run-up to the summit to solicit bold, actionable ideas around three key themes: defending against authoritarianism, addressing and combating corruption, and promoting respect for human rights.

More than half of the world was invited, including the Philippines, while the rest were not.

China, Russia, Hungary, Egypt, and Turkey are among the countries that were left out.
