The passage of the IRR of the Filipino Sign Language bill is hailed by the House leader.

The ratification of the long-awaited Implementing Rules and Regulations (IRR) of Republic Act 11106, or the Filipino Sign Language Law, by the House Committee on Persons with Disabilities on Thursday, was hailed as “a milestone for the deaf population in the country” (FSL).

Rep. Ma. Lourdes Arroyo of Negros Occidentales praised the Inter-Agency Council (IAC) for quickly responding to the committee’s request by approving the IRR of the FSL Law.

This comes after a House subcommittee debated House Resolution 955, which looked into the delay in the implementation of RA 11106’s IRR, which was passed in 2018.

“When President Duterte signed the FSL Law in October 2018, it gave the Deaf Community in our country hope of relief and empowerment. “I am grateful that the issue with the delay in the issuance of the IRR has been resolved thanks to the Committee’s intervention, and that the FSL law, which aims to improve the lives of the deaf community, particularly their need for information and communication, can now be properly implemented,” Arroyo said in a statement.

Arroyo also praised the deaf community’s efforts, which were important in the IRR’s acceptance.

“I’d also like to congratulate and thank the Deaf Community’s leaders on this significant achievement.” “Thanks to your strong commitment and intervention, the approval of the IRR has moved forward quickly,” Arroyo added.

The FSL is the national sign language of the Filipino deaf and the official sign language of the government in all transactions involving the deaf, according to RA 11106.

FSL must be used in schools, broadcast media, and workplaces, according to the law.

Section 13 of the law states that the Komisyon ng Wikang Filipino must issue implementing rules and regulations for the proposed Act’s effective implementation within 180 days of its effective date.

It should be done in consultation with the Secretary of Education, the Chairperson of the Commission on Higher Education (CHED), the Director-General of the Technical Education and Skills Development Authority (TESDA), the Chairperson of the Professional Regulation Commission (PRC), the Chief Justice of the Supreme Court, the Secretary of the Department of Justice (DOJ), and representatives from the deaf community.
