The Department of Social Welfare and Development (DSWD) has recommended the government seek an exemption from the election expenditure prohibition.

On Tuesday, a congressman encouraged the Department of Social Welfare and Development (DSWD) to petition the Commission on Elections (Comelec) to remove all of the department’s aid transactions from Comelec Resolution No. 10747’s limit on public spending.

In a letter to DSWD Secretary Rolando Bautista, Albay Representative Joey Salceda said the prohibition has an exemption clause that could allow funds from social amelioration programs like the Aid for Individuals in Crisis Situations and the Pantawid Pamilyang Pilipino Program (4Ps) to be disbursed “for such other expenses as the Commission may authorize after due notice and hearing.”

Salceda emphasized the importance of ensuring that the DSWD’s emergency financial assistance programs continue to be delivered to “the most vulnerable persons and families,” saying the country cannot afford a halt in emergency and crisis relief.

“I’m sure you’re aware of the potential ramifications of such a ban on help disbursement during a once-in-a-lifetime disaster. “If the embargo on DSWD is not repealed, it will undoubtedly postpone economic recovery and put millions of Filipinos in jeopardy,” he added.

In its public spending embargo from March to May 2022, Resolution No. 10747 specifies “The Department of Social Welfare and Development and such offices in other departments of the government executing responsibilities similar to said department.”

As Co-Chair of the House Economic Stimulus and Recovery Cluster, Salceda told Bautista that he would support the petition.

“If they think it’s necessary, they could even include precautions against electioneering.” Aid, on the other hand, should not be delayed, especially in these trying times. “Elections do not take a vacation from crisis situations,” Salceda stated.
