On Thursday, a member of the House of Representatives petitioned the Land Transportation Office (LTO) to suspend the need for those renewing their driver’s licenses to take an eight-hour driving instruction course.

The requirement, according to Deputy Speaker Rufus Rodriguez, would put the health of candidates renewing their licenses this year at risk due to the rapid proliferation of the Covid-19 Omicron version.

“The concentration of people in LTO offices at this time, many of which are basically tight places in malls, could be a virus super spreader.” He said, “I’m sure LTO officials and Transportation Secretary Arthur Tugade are aware of this.”

While drivers can take the exam at LTO-accredited driving schools for a fee of PHP3,000 to PHP5,000, he pointed out that it will cost them between PHP3,000 and PHP5,000.

“How can we expect public utility vehicle (PUV) drivers to pay that amount when they are seeking financial support from the federal government and local governments?” he stated

He claimed that the sum would be a financial burden not only for PUV drivers but also for employees who drive their own cars.

Rodriguez claims that the tax is “unfair and unjust” to vehicle owners and drivers because the government should not make it difficult for them to renew their permits.

“When people apply for their first driver’s license, they should be thoroughly vetted.” After that, save for those with offenses, renewal should be ministerial on the part of the LTO,” he said.

He explained that when offenders break traffic rules or violate the terms of their permits, the LTO has a system of punishment and re-education in place.

“Repeat offenders who have their licenses revoked must attend a session on following traffic and driving rules before their licenses are reinstated. As a result, the renewal test is clearly unnecessary,” he stated.
