In the ‘Odette’ recovery initiative, agencies join OCD.

Various national agencies and regional offices have teamed up with the Office of Civil Defense (OCD) to help restore areas ravaged by Typhoon Odette in December.

“Late last year, Typhoon Odette hit our country and wreaked havoc on the Mimaropa, 6, 7, 8, and 10 regions, causing such widespread destruction that coordinating recovery assistance remains a challenge. This does not, however, preclude us from providing the finest possible service and assistance. “These are the types of circumstances for which we have been prepared,” Ricardo Jalad, OCD administrator and executive director of the National Disaster Risk Reduction and Management Council (NDRRMC), said in a statement Thursday night.

The cooperation with the World Bank (WB) entitled “Ready to Rebuild Program” was launched in early 2021 as part of the disaster response program, with the purpose of speeding up and improving the recovery of impacted communities in the aftermath of a disaster.

“The training also acts as a roadmap for regional government agencies, local government units, and stakeholders in developing local rehabilitation and recovery programs,” he continued.

To present, five training batches of the Ready to Rebuild Program for local government entities have been started in 197 provinces, cities, and municipalities across the 17 regions.

This corresponds to 924 governors, mayors, DRRM managers, planning and budget officers, and other technical staff members who have enhanced their ability to cope with disaster aftermaths, according to Jalad.

From February 21 to March 11, the sixth batch of the Ready to Rebuild Training Program will be held.

Registration is already open, however, there are a limited number of spots available. Registration is encouraged for local governments and designated participants at bit.ly/R2RSignUpNow.

Meanwhile, according to Jalad, the OCD organized the three-day Ready to Rebuild Executive Course, which brought together more than 150 government officials and personnel from throughout the country, including disaster risk reduction and management experts, policymakers, planners, and implementers.

The executive course served as a forum to examine the rehabilitation and recovery process and debate difficulties in light of Typhoon Odette via the Ready to Rebuild Program lens as a specially developed capacity-building program.

It also allowed them to share best practices and lessons learned from different locations when it came to rebuilding following disasters.

“My key takeaway is that we really need a playbook for key stakeholders to rebuild resiliently and quickly,” WB senior disaster risk management specialist Lesley Jeanne Cordero said. “Learning from the experience of Typhoon Yolanda, where the government had to quickly produce a rehabilitation and recovery plan within a tight deadline, and now the same with Typhoon Odette, my key takeaway is that we really need a playbook for key stakeholders to rebuild resiliently and quickly.”

She went on to say that the WB supports the OCD’s efforts to ensure that national government entities and local governments are able to plan ahead of time for disaster recovery.

Cordero further stated that now is the ideal time to optimize the Ready to Rebuild Program as the Odette-affected towns go through the rehabilitation and recovery process.

“I ask that you encourage as many affected provinces, cities, and municipalities as possible to join the Ready to Rebuild Program so that you can help them prepare recovery plans, implement reconstruction projects, and access and leverage financing sources. These will aid in the rebuilding of damaged areas and the pursuit of a green, resilient, and inclusive recovery,” she added.
