MANILA, Philippines — To prevent the spread of Covid-19, the Commission on Elections (Comelec) advised candidates on Tuesday to rigorously obey physical campaign standards.

This comes after the Comelec received many reports that some campaign sorties were not adhering to campaign regulations, including the wearing of face masks and physical distance.

In a statement, Comelec spokesperson James Jimenez said, “It has been brought to our attention that some campaign sorties undertaken since the campaign period began have not been compatible with the obligatory face mask and face shield rules, as well as the tight physical separation standards.”

“In case the candidates need reminding, they are responsible for the safety of their employees and supporters, as well as ensuring that the physical campaigning requirements are carefully observed,” he added.

Resolution No. 10732, he added, covers election campaign activities that require physical or personal engagement, such as in-person campaigns, rallies, caucuses, meetings and conventions, motorcades and caravans, and advance meetings.

The Resolution mandates the use of full-coverage face shields, as well as face masks, whether earloop masks, indigenous reusable masks, do-it-yourself masks, or other facial protective equipment, by anybody participating in such events in any capacity. Furthermore, at all times, the minimum public health standards must be followed.

“Having said that, the Comelec reiterates that violations of the physical campaign guidelines are being closely monitored by the respective campaign committees in each municipality, under the guidance of the National Comelec Campaign Committee (NCCC), headed by Commissioner Rey Bulay, and with the cooperation of the Department of Health (DOH),” Jimenez said.

Infractions of the criteria, he said, are regarded as either election violations or violations of minimal public health requirements (MPHS).

A breach of the MPHS is punishable by a fine of not less than PHP20,000 but not more than PHP50,000, or imprisonment of not less than one month but not more than six months, or both.

On February 8, the 90-day campaign season for national candidates began.

Meanwhile, on February 16, the poll body’s Printing Committee for the 2022 National and Local Elections would dispose of spools and paper trimmings.

The disposal will take place at the National Printing Office (NPO) in Quezon City at 8 a.m., according to Jimenez.

“This is the section of the ballot for the automated election system (AES) that we cut in excess of the prescribed ballot size for disposal.” These are the spaces on the ballot’s side. “The cylinders of the ballot paper are the spools,” he explained.

For local voters, the AES ballot for the 2022 elections is 8.5 inches by 26 inches. The ballot is shorter for abroad voters, measuring 8.5 inches by 21 inches.

“The disposal is being done to free up space at the warehouse, which is already at capacity as we make rapid progress with ballot printing,” Jimenez explained.

He further stated that all political parties who wish to monitor the action have been given adequate warning, subject to the current health and safety guidelines established by authorized authorities.
