In light of loosened limits, the Comelec is considering a review of campaign regulations.

MANILA, Philippines β€” The Commission on Elections (Comelec) is considering revising the election campaign rules to align with the government’s new alert level designations.

Socorro Inting, the acting chairperson of the Comelec, made the comment in response to several candidates’ objections, particularly over the prohibition on snapping photographs and shaking hands.

“Yes, we are aware of some candidates’ objections. Maybe we’ll go through our rules again. Now that there’s a chance we’ll be downgraded to alert level 1, perhaps we’ll review our rules for the campaign soon to make sure they’re in line with the alert level,” Inting said at a press conference after the poll body and Vote Pilipinas signed a memorandum of agreement (MOA) in Manila on Wednesday.

Resolution 10732 of the Comelec, which was adopted in November of last year, establishes norms and procedures for the poll campaign under the new normal caused by the Covid-19 pandemic.

In-person campaigning is permitted in regions designated as Alert 1, 2, or 3, however, candidates or their campaign leaders may only be accompanied by a maximum of five staff members in Alert Level 2 and three staff members in Alert Level 3.

Under Alert Level 1, there is no limit on the number of accompanying staff members for candidates.

In regions with Alert Levels 4 and 5, in-person campaigning is prohibited.

Under all alert levels, handshakes, hugs, kisses, going arm-in-arm, or any other activity involving physical contact between the candidate, their companions, and the public is prohibited.

It also forbids taking selfies, photographs, and other similar activities that necessitate close closeness between the candidate and their supporters, as well as the general public. It is also forbidden to distribute food, drink, or anything of value.

Meanwhile, Comelec spokesperson James Jimenez stated that campaign infractions are dealt with through a process.

“However, when it comes to implementing it and, of course, transgressions, we have a due procedure that will be followed,” he continued.

Except for Iloilo City, Iloilo Province, Guimaras, Zamboanga City, Davao De Oro, Davao Occidental, and South Cotabato, which are on Alert Level 3 till the end of February, Metro Manila and the rest of the country are on Alert Level 2.

Meanwhile, Inting stated that the Comelec and Vote Pilipinas cooperation intends to encourage more people to vote in the May elections.
