Rice output in Caraga is boosted by the RCEF.

BUTUAN CITY, PHILIPPINES – The Department of Agriculture’s (DA) Philippine Rice Research Institute in Agusan (PhilRice-Agusan) highlighted the efforts of the Rice Competitiveness Enhancement Fund (RCEF) program in increasing rice output in the Caraga Region from 2019 to 2021 on Tuesday.

The PhilRice-Agusan emphasized the impacts of the RCEF program on the lives of rice farmers in the region in the last three years during a news conference at the Go Hotel here.

Regions 10 (Northern Mindanao), 11 (Davao Region), and 13 (Agusan) are covered by PhilRice-Agusan (Caraga).

PhilRice-Agusan is responsible for the provinces of Agusan del Norte, Agusan del Sur, and Surigao del Sur in Caraga.

“As we approach the third year of the RCEF’s implementation, we thought it would be important to update the media on the handful of initiatives that all have one purpose in mind: to serve our local farmers,” said PhilRice-Agusan Branch Director Caesar Joventino Tado.

He explained that the Rice Tariffication Law, or Republic Act No. 11203, established a fund to replace the quantitative restrictions on rice importation with tariffs.

From 2019 through 2024, a total of PHP10 billion will be allocated annually in the RCEF program from tariffs placed on rice importation.

“Of the annual funding of PHP10 billion, PHP5 billion goes to farm mechanization, PHP3 billion to PhilRice, PHP1 billion to the Development Bank of the Philippines and the Land Bank of the Philippines, and PHP1 billion to various agencies, including the Technical Education and Skills Development Authority for training and extension services,” Tado explained.

According to him, the goal of the RCEF is to enhance the use of certified inbred rice seeds in order to boost rice output.

Rice yields in Caraga increased from 2019 to 2021 during the wet and dry seasons, according to data supplied by PhilRice-Agusan.

In the wet season of the previous three years, rice output in the region increased by 3.64 metric tons (MT) per hectare in 2019, 3.70 MT in 2020, and 3.87 MT in 2021.

Rice output in the region increased by 3.74 MT, 3.84 MT, and 4.21 MT during the dry season within the same time period.
The wet season runs from March 16 to September 15, while the dry season runs from September 16 to March 15 each year, according to PhilRice-Agusan.

According to the government, 45,466 rice farmers benefited from 145,629 bags of certified inbred rice seeds delivered in Caraga during the wet season last year.

During this time, a total of 69,817 hectares of farmland in the region were dedicated to certified inbred rice growing.
