MANILA, Philippines — President Rodrigo Duterte will hand over a more modernized and sophisticated customs bureau to the next government, which has converted into a highly efficient agency and automated the majority of its processes under his watch, according to Finance Secretary Carlos Dominguez III.

Dominguez praised the Bureau of Customs (BOC) on its 120th founding anniversary, praising Commissioner Rey Leonardo Guerrero for pushing the agency’s digital transformation and functioning “exceedingly well” despite the pandemic’s previous two challenging years.

Despite the limits imposed by the coronavirus disease 2019 (Covid-19) crisis, Dominguez stated the BOC’s income collection in 2021 increased by 20% over 2020 and exceeded its collection objective by 4% last year.

According to preliminary data, the 2021 collection of PHP645.76 billion was greater than its pre-pandemic collection of PHP630.31 billion in 2019, he added.

“As the agency enters its 120th year of service to the Filipino people, I am confident that the reforms already in place, as well as the dedication of the bureau’s experts, will ensure that the income targets are exceeded,” he added.

The BOC’s outstanding performance in the midst of a public health crisis, according to Dominguez, is the result of the agency’s digitalization of processes and other administrative reforms implemented under the Duterte administration to plug leaks, improve efficiency, and enable the agency to perform better in its mission of facilitating trade.

“I must state that thanks to Jagger’s actions under the Duterte administration, the BOC has never been as sophisticated, transparent, or modern as it is now.” “I applaud Commissioner Guerrero’s and his team’s proactive leadership in continuing to modernize the Bureau into a very efficient institution,” he said.

“I am delighted to hand over to the next administration a modernized customs administration that meets international standards.” “This will be one of President Duterte’s lasting legacies,” he continued.

Dominguez credited the BOC’s “amazing accomplishments” for the Philippines’ expanding merchandise trade volumes in 2021, which have already surpassed pre-pandemic levels, and total foreign direct investments (FDIs) last year, which surpassed the 2020 target.

He also praised the BOC for helping to expedite the delivery of 225 million Covid-19 vaccine doses last year, with each shipment clearing the next day and being transported to its designated warehouse facility.

According to Dominguez, the newly constructed BOC Customs Operations Center, as well as the automation of 82 of the bureau’s processes, will allow it to join the ranks of world-class customs services more swiftly.

“The challenge at hand is to fast increase this to 100 percent this year.” The Bureau should be even better prepared to carry out its duty with additional equipment such as swift patrol boats, body cameras, and mobile x-ray machines,” he said.
