MANILA, Philippines – In 2010, the Sandiganbayan found a former Cebu town mayor guilty of violating the Anti-Graft and Corrupt Practices Act by using municipal funds to buy food from a bakeshop owned by his family.

The anti-graft court’s third division found former Aloguinsan, Cebu Mayor Augustus Caesar Moreno guilty and sentenced him to up to 20 years in prison in a 38-page ruling dated February 22.

Moreno’s co-accused, Evangeline Manigos, a member of the municipal government’s Bids and Awards Committee, received the same sentence (BAC).

The Ombudsman indicted Moreno’s wife, former Aloguinsan mayor Cynthia Moreno, and five other municipal officials with allegedly buying a total of PHP287,725 worth of food supplies in Cynthia’s bakeshop.

“In conclusion, the Court determines that the prosecution has successfully demonstrated all of the components of the offense,” the panel said.

“Accused Augustus Moreno acted or intervened in his official position in connection with his interest in the transactions of the municipality of Aloguinsan with AVG Bakeshop,” the statement continued.

Meanwhile, the anti-graft court ordered Cynthia and other former BAC members Pepito A. Maguilimotan, Nonela N. Villegas, Marilyn P. Flordeliza, and Gertrudes D. Ababon’s cases to be archived because they are still at large.
