Citizen’s Charters must be submitted by January 6th.
The Anti-Red Tape Authority (ARTA) informed public agencies across the country that they had until January 6 to submit their Citizen’s Charters, as required by the Ease of Doing Business and Efficient Government Service Delivery Act.
As of December 17, according to ARTA’s latest data, 14 national government agencies (NGAs), 573 local government units (LGUs), 571 water districts, 27 government-owned and controlled organizations (GOCCs), and 13 state universities and colleges (SUCs) have not filed their Citizen’s Charters.
“Pertinent information and services provided by government agencies” are listed in a Citizen’s Charter.
ARTA’s Facebook page has a list of non-compliant government offices.
Following the release of the Memorandum Order No. 57 of the Office of the President or “Directing the Submission of a Citizen’s Charter and Compliance with the Automation of Business Permitting and Licensing System,” ARTA’s Department Order (DO) 2021-94 requires NGAs, LGUs, GOCCs, water districts, and SUCs to submit their Citizen’s Charters.
The DO’s goal is to ensure that government agencies keep their promises to the public and offer efficient service.
“The Filipino people have a right to be informed in clear and precise terms about the services to which they are entitled. Government agencies would benefit as well, as it will help them serve the people more efficiently and honestly,” ARTA Director-General Jeremiah Belgica said before.
Various government entities have submitted 8,794 Citizen’s Charters and Certificates of Compliance to the anti-red tape organization.
In his New Year’s address, Belgica said, “As we enter 2022, we will further deepen our solidarity to battle red tape, and you can count on us to do so for the welfare of every Filipino.”
