Cebu City adopts an “open” policy and removes the limits imposed by Covid-19

CEBU CITY, Philippines – Mayor Michael Rama declared on Thursday that the city is “opening” to economic activity, easing substantial prohibitions against coronavirus disease 2019 (Covid-19) as part of the new normal’s “shared responsibilities.”

Rama cited the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) declaring the capital city under lower Alert Level 2 from February 16 to 28 as a basis for adopting the “open all” policy during a press conference before the 85th Cebu City Charter Day ceremony.

In the decree, Rama stated that all establishments and activities are now permitted to operate regardless of age or vaccination status while emphasizing the importance of maintaining minimal public health standards.

Returning to pre-pandemic condition, he said, should be accompanied by a new normal that includes things like wearing a face mask all the time, physical separation, frequent handwashing, good coughing etiquette, and remaining at home, especially if sick.

“With the expiration of all past EO (executive orders) and directives on curfew, the observance of curfew is hereby formally lifted, save for the curfew on children, which must be observed and enforced from 10 p.m. to 4 a.m. pursuant to an existing city legislation,” the mayor said.

Despite the progress made in vaccination coverage in the country, Rama emphasized the importance of continuing the incentivized vaccination program to urge more individuals to receive their shots “as a measure of self-preservation and protection.”

“All establishments, individuals, and families are directed to design and implement proactive health protocols and action plans in order to encourage self-regulation.” “These include the installation of air circulation and suitable ventilation facilities and systems,” he said.

The number of Covid-19 cases has been decreasing, according to the Emergency Operations Center (EOC).

The city has only 45 new Covid-19 cases and 186 additional recoveries as of Wednesday’s statistics, bringing the total active infections to 1,015 people.
