MANILA, Philippines — The Quezon City Veterinary Department (QCVD) has begun training stray and surrendered dogs to become community service animals.

Prior to training, a dog will be subjected to a three-day observation period and a SAFER (Safety Assessment for Evaluating Rehoming) exam.

The SAFER test determines the dog’s level of comfort when restrained and caressed, as well as its reactivity to novel experiences such as movement and sound stimuli, bite inhibition, food and toy behavior, and arousal toward other dogs and animals.

Every day, the QCVD saves about 60 dogs, including those surrendered by their owners.

After passing a health exam for parvovirus, distemper, transmissible venereal tumor, mange, and parasitism, the dogs will be eligible for the Rehabilitation and Adoption Program, which will teach them basic behavior, obedience, and socialization.

According to the QCVD on Monday, dogs that pass the examination are placed for rapid adoption, while others are trained for emotional support and community service.

In a statement, Municipal Veterinarian Dr. Ana Marie Cabel said, “The dogs are watched daily by trainers to check on their progress and establish their appropriateness for placement in city government-run institutions, including community care and rehabilitation facilities.”

The city has already cooperated with the Quezon City Police District and the Bureau of Fire Protection since the founding of the QC Animal Care and Adoption Center in November 2021. These organizations will be the first to receive a group of rescued dogs that will be trained as a drug, bomb-sniffing, and rescue dogs.
