LGUs in the NCR are ‘ready’ for Alert Level 1: MMDA

MANILA, Philippines β€” The Metropolitan Manila Development Authority (MMDA) announced Monday that all local government units (LGUs) in the National Capital Region (NCR) are prepared to enforce the regulations outlined under Alert Level 1.

MMDA officer-in-charge General Manager Romando Artes said in a ‘Laging Handa’ briefing that the new protocols, which are part of the least restrictive alert status, also influence actions related to political campaigns for the 2022 elections.

“Noon pong dalawang linggo na hiniling ng mga mayors ng Metro Manila na i-retain sa Alert Level 2 ang Kamaynilaan, ito po ay ginamit nila para paghandaan iyong de-escalation to Alert Level 1,” Artes added.

Despite the fact that several big political demonstrations or motorcades have resulted in infractions such as failure to observe physical separation in the NCR, he claims that constant use of face masks has been beneficial so far, with no rises in coronavirus disease 2019 (Covid-19) cases.

The MMDA urged any parties, groups, or people that request rally permits to follow proper health and safety standards in order to prevent the spread of Covid-19 infections.

With Alert Level 1 due to go into effect in the NCR and 38 other locations on Tuesday, Artes said the restricted implementation of the unified vehicular volume reduction program (UVVRP), or number coding scheme, will continue from 5 p.m. to 8 p.m. Monday through Friday.

“But we’re looking into the idea of expanding it to 7 to 9 a.m. based on reports from our traffic enforcers and data from the Traffic Engineering Center,” Artes explained.

He stated that increasing the number coding method will not be adopted at the same time as Alert Level 1 in order to avoid any potential impact on public transportation’s enlarged capacity.

Metro Manila’s most relaxed alert level will be in effect till March 15.

Collaboration from the public is required.

Meanwhile, the Department of Health (DOH) cautioned the public that maintaining Alert Level 1 in some locations would require their participation and strict adherence to health procedures.

“Ayaw na po nating bumalik sa ating mga lockdowns, sa atin ang mga (We don’t want to go back to our) restrictions previously,” Health Undersecretary Maria Rosario Vergeire said in a Palace briefing.

Vergeire noted that the de-escalation of the National Capital Region and its 38 areas was based on measures, one of which is the vaccination rate, because coronavirus transmission may be reduced by vaccination.

“Aside from case patterns and health-care consumption, sinama pa ho natin ang vaccine, hindi lamang po iyong pagbabakuna sa total population ng isang lugar,” she added.

Earlier, Health Secretary Francisco Duque III stated that for a region to be de-escalated to Alert Level 1, 80 percent of older citizens and 70% of the target population must be properly immunized against Covid-19.

Vergeire urged people to exercise self-control when attending such events.

“If we believe that wearing face masks and observing physical distances will not be applied, then we should only visit the areas that we absolutely need to see,” she stated.

She also asked local government units and election candidates to work with the national government to follow public health measures in order to keep the Alert Level 1 in the affected areas.
