The National Bureau of Investigation will keep an eye on massage parlors that are involved in human trafficking.

CEBU CITY, Philippines – An official from the National Bureau of Investigation (NBI) said on Tuesday that now that Metro Cebu has lifted quarantine rules, the NBI would monitor massage parlors that are involved in human trafficking.

This comes after three people were arrested by the NBI field office in Mandaue City during a simultaneous counter-human trafficking operation at two massage parlors along H. Cortes Street in the city, which also resulted in the rescue of 20 female therapists.

In a press conference, Arnel Pura, NBI director for Mandaue City, claimed that their central office has specific directives to place suspected human trafficking hotspots in Metro Cebu under monitoring.

“One of the key jurisdictions where the NBI can undertake investigation and operations is human trafficking. In accordance with this directive, agents and operatives from the Central Visayas regional office and the Cebu district office launched a counter-human trafficking operation on February 24, involving two massage parlors,” Pura stated.

The two establishments, according to the report, employed female therapists, but additional inspections revealed that the location was used for prostitution.

“They pass themselves off as massage parlors, but they are essentially prostitution dens where victim attendants were offered sexual activity in exchange for money,” he continued.

The agents also discovered that the two facilities charged PHP1,700 for one attendant’s services, which, according to Pura, is far more than the typical massage rate of PHP300 to PHP500.

Pura stated that the owners of the two massage parlors had already been identified. They are currently being investigated for possible violations of Republic Act 9208, often known as the Anti-Trafficking in Persons Act of 2003.

The rescued therapists, aged 20 to 30, are presently being held by the Department of Social Welfare and Development (DWSD) in a women’s facility in Central Visayas.
