‘Whitelisting’ of educational resources is a Senate gamble.

MANILA, Philippines β€” On Thursday, a senatorial candidate requested the government to create a “whitelisting” of educational resources to ensure that kids with restricted or no access to the internet can continue to learn.

In the midst of the coronavirus pandemic, the country continues to use blended learning approaches such as modules, online classes, and limited face-to-face instruction.

“Dahil sa pandemya, nabago ang pamamaraan ng pag-aaral ng ating mga kabataan, kaya hirap ang ilan sa kanila na makasabay lalo pa at kung wala silang internet,” says the author. If you go to the library or a public place, mahirap ang signal kaya napipilitan ang ibang mag-aaral na umabsent na lang sa klase (Due to the pandemic, our students’ attendance patterns have changed, making it difficult for some of them to keep up, especially if they don’t have access to the internet.) In a distant and mountainous area, the signal is bad, so other students are compelled to miss courses),” said Guillermo Eleazar, a senatorial candidate for the Partido Reporma.

Whitelisting, according to the Department of Education (DepEd), is the process of offering free access to learning resources and apps to instructors and students without paying any costs.

Eleazar also lauded the DepEd’s efforts, citing the usage of self-learning modules in printed format that are frequently distributed by teachers to pupils, particularly those who live in remote locations and do not have access to devices, the internet, or electricity.

However, he believes that using offline instructional resources can aid both students and teachers in guaranteeing that all types of learners can adjust to the new learning environment in the midst of the health crisis.

“Sa Senado, isusulong natin ang suporta sa pagpapalakas ng telecommunication services sa buong bansa para maisakatuparan ang mungkahi nating whitelisting (mechanism that allows some identified entities to access a particular privilege or service) for online educational resources,” said Eleazar, a former national police chief.

“Sa pamamagitan nito, makakapag-aral ang mga estudyante kahit na silang load (With this, students can study even if they don’t have a load) or internet,” he continued.

In the midst of the epidemic, the senatorial candidate for the Partido Reporma wants to streamline educational resources in both private and public schools to ensure that all students receive a great education.

Eleazar proposed a collaboration between the Department of Education and the Department of Science and Technology (DOST) to expand the STARBOOKS program’s reach.

STARBOOKS, or Science and Technology Academic and Research-Based Openly-Operated Kiosk Stations, is a self-contained information source aimed at people who have limited or no access to science and technology materials.

It’s similar to a library at a kiosk where a student can search for science and technology learning materials because it has hundreds of thousands of digitized resources in various media like video and audio.

“Mas maraming bata ang matutulungan nito kung makakagawa tayo ng mas maraming STARBOOKS na naglalaman rin ng iba pang resources bukod sa science and technology.” (If we can develop more STARBOOKS that include resources other than science and technology, more students would benefit.) They don’t have to pay for study materials anymore),” Eleazar emphasized.
