Galvez, the next president of the Philippines, has the authority to nominate new BTA members.

MANILA, Philippines β€” Once the new government takes power, the future President of the Philippines can designate new Bangsamoro Transition Authority (BTA) members, according to Carlito Galvez Jr., Presidential Adviser on Peace, Reconciliation, and Unity.

The Bangsamoro Transitional Authority (BTA) operates as an interim administration for the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), which will keep its existing makeup if President Rodrigo Roa Duterte approves it.

In accordance with Section 2 of Republic Act No. 11593, otherwise known as An Act Resetting the First Regular Elections in the BARMM, Executive Secretary Salvador Medialdea issued a memorandum on March 3 stating that “incumbent members of the BTA shall continue in office in a holdover capacity until otherwise directed by the Office of the President.”

“BTA members’ periods of office are attached to the appointing authority, which in this case is President Duterte, in a holdover role. This will allow the next President to appoint a new group of BTA members once he or she takes office, according to Galvez.

Galvez claimed that the country’s Security, Justice, and Peace Cabinet Cluster (SJPCC) had previously advised Duterte to keep the BTA’s current composition in Resolution No. 173, dated Oct. 12, 2021.

In order to “preserve the advantages gained under the body’s many initiatives, projects, and legislative actions,” the recommendation includes allowing incumbent members to continue serving.

Following that, on February 15, the BTA requested, through Resolution No. 209, that Duterte’s BTA members be reappointed, stating that “this will ensure a smooth transition process without the potential of any political interruptions.”

The present BTA’s retention, according to a joint SJPCC statement, is critical in addressing worries about substantial changes once the next administration takes office.

“The SJPCC made the suggestion in light of the fact that the newly-elected administration will take over the reins of government in only three months.” This time frame would allow incumbent BTA members to finish their deliverables till June of this year,” Galvez explained.

The Bangsamoro Autonomous Region was established when the Muslim Mindanao Autonomous Region was abolished in 2019. The Bangsamoro Organic Law gave the BTA administration and legislative responsibility over the Bangsamoro Autonomous Region.

From 2019, the BTA will be in charge of overseeing the three-year transition period, which will be followed by the election of BARMM officials.
