The Department of Foreign Affairs was praised for guaranteeing the safety of Filipinos in Ukraine.

MANILA – Rep. Alan Peter Cayetano of Taguig-Pateros praised the Department of Foreign Affairs (DFA) on Thursday for continuing to repatriate and evacuate Filipinos from war-torn Ukraine.

Cayetano issued the remark after the DFA elevated the crisis alert level 4 for all areas of Ukraine “due to the increasing security situation,” allowing all Filipinos to be evacuated.

The DFA website states that Alert Level 4 is issued when the country is experiencing “large-scale internal strife or full-blown external attack.”

“We appreciate the DFA’s ongoing efforts to ensure the safety of our kababayans in Ukraine. Let us continue to pray for their safety and the situation in the Philippines,” Cayetano stated.

For the return of Filipinos, he stated that time is “of the essence.”

Foreign Affairs Undersecretary Sarah Lou Arriola said 63 Filipinos had been repatriated so far, with more expected in the coming days, during a Laging Handa briefing on Wednesday.

Meanwhile, at least 136 people are awaiting repatriation from several European countries after entering Ukrainian borders.

There were an estimated 380 Filipinos living and working in Ukraine prior to DFA’s first batch of repatriates.

Cayetano claimed that the recently approved law establishing the Department of Migrant Workers (DMW) would help to streamline and speed up services for the country’s abroad workers, particularly those in distress.

“OFWs are a top concern for me, and knowing that the government cares about them is encouraging,” he said.

He also expressed support for the government’s initiative to provide a safe haven for displaced persons afflicted by the Ukraine-Russia war, which is being carried out by the Executive Department.

Menardo Guevarra, the Philippines’ Justice Secretary, declared last week that Ukrainians fleeing the Russian incursion are welcome to immigrate to the Philippines.

This came after President Rodrigo Roa Duterte signed Executive Order (EO) 163 on February 28, which formalized refugee, stateless, and asylum seeker access to protective services.

“These shall include socioeconomic services, social security benefits, gainful employment, and decent working conditions, education, participation in judicial and administrative citizenship proceedings, legal help and access to courts, and religious freedom.” “the order stated

The EO is in compliance with the 1951 UN Convention on the Status of Refugees and its 1967 Protocol, the 1954 UN Convention on the Status of Stateless Persons, and the 1961 Convention on the Reduction of Statelessness.
