PCA pooled resources to aid the coco sector’s recovery from the ‘Odette’ disaster.

Since last year’s onslaught of Typhoon Odette, the Philippine Coconut Authority (PCA) has been working constantly to aid damaged plantation areas.

According to data released on Monday, the coconut industry is responsible for PHP1.58 billion of the total PHP8 billion in agricultural damage.

The PCA stated on Facebook that the Quick Response Fund was insufficient, but that it had sought out alternative types of support through its regional field offices.

The Armed Forces of the Philippines (AFP) helped transport 140 chainsaws to Surigao, 30 to the Dinagat Islands, 50 to Southern Leyte, and 10 to other regions of Leyte for the cleaning and disposal of injured coconut trees.

A further 50 chainsaws have been refurbished and are ready to be deployed to Southern Leyte.

Chainsaws were transported from Tacloban to Surigao with the assistance of AFP units from Eastern Visayas and Caraga.

The PCA oversaw debris clearing in collaboration with local government units to ensure that only the felled and completely damaged trees were chopped down.

Rehabilitation

The PCA also worked with other national government organizations, such as the Department of Human Settlements and Urban Development (DHSUD), the Department of Social Welfare and Development (DSWD), and the military, to ensure that rehabilitation operations were coordinated and completed quickly.

Through their cash-for-work program, the DSWD promised to provide temporary employment to chainsaw operators, haulers, and helpers; coconut lumbers will be turned over to the DHSUD for use in the construction of temporary housing facilities, and the AFP will assist PCA in transporting equipment and supplies.

The assistance of regional offices

PHP2.95 million was released in Region 13 (Caraga) to help farmers in Surigao, while PHP1.05 million would go to the Dinagat Islands.

PHP1.066 million would be spent to help farmers in Southern Leyte in Region 8 (Eastern Visayas).

“These funds will be used to provide short gestation crops and small ruminants to provide food for our farmers’ families and the general public,” according to the PCA. “They will also be used to support the incentivized and participatory planting and replanting project, as well as fertilizers to rehabilitate damaged coconut trees.”

PCA also allocated an additional PHP480,000 for the repair of chainsaws and the deployment of generator sets.

A total of 152,014 seed nuts and seedlings will be distributed to replace the downed and damaged trees in the severely affected areas.
