New alert levels will be based on the ‘latest’ Covid-19 data and analytics, according to the IATF.

MANILA – After March 15, the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) will base its judgment on the “latest” coronavirus disease 2019 (Covid-19) and alert level matrix to determine the country’s new warning level classifications.

Deputy Presidential Spokesperson and Communications Undersecretary Michel Kristian Ablan remarked in a virtual press conference that the IATF is being cautious in loosening restrictions in the country, despite the continuous decline in Covid-19 infections.

Ablan’s announcement came a day after Health Secretary Francisco Duque III suggested that the alert level status in some parts of the country should be reduced to “Alert Level 0.” “..

According to Ablan, the IATF is still keeping an eye on the country’s general Covid-19 situation.

The IATF’s decision, according to Ablan, will be communicated by March 15.

“Maghihintay po tayo bago mag-March 15 para i-release ng IATF’yung kanilang desisyon sa alert level (Let’s wait for the IATF to release their decision on the new alert level classifications before March 15), knowing and being conscious that they are trying to make the right decision using the most up-to-date data and metrics,” he said.

On Thursday, Duque said the task team will examine the metrics and factors for possible de-escalation of the Covid-19 alert level categorization to Alert Level 0 in numerous parts of the nation.

For the first half of March, Metro Manila and 39 other locations across the country have been placed on Alert Level 1.

Under Alert Level 1, people of all ages and comorbidities are free to walk around, but they must avoid crowded and enclosed locations, as well as close contact settings. Private businesses and government agencies are also permitted to function at full capacity on-site, as long as they adhere to minimum public health standards.

According to Ablan, the IATF-EID repealed Section E(3) of its Resolution 101 issued on Feb. 26 in Resolution 164, paving the way for complete seating capacity for public transit in Metro Manila.

IATF-EID Resolution 101, Section E(3), prohibits bus firms from using their own terminals and mandates that all buses bound for provinces use the Integrated Terminal Exchange as the transportation hub.

Starting March 22, all buses in Metro Manila going for provinces would no longer be obligated to use the Integrated Terminal Exchange as the principal hub for transportation, thanks to the revocation of Section E(3) of IATF-EID Resolution 101, Ablan said.

Face-to-face instruction

According to Ablan, the IATF-EID also authorized the Commission on Higher Education’s (CHED) request to conduct limited face-to-face (F2F) classes for higher educational institutions (HEIs) operating in Alert Level 1 locations.

Before conducting in-person sessions, HEIs must complete self-assessment checklists and operate under self-reopening, according to Ablan.

Only fully vaccinated teaching and non-teaching professionals, as well as pupils, will be allowed to attend the limited in-person lessons, according to Ablan.

Unvaccinated or partially vaccinated students are allowed to continue with flexible learning modalities under IATF-EID Resolution 164.

“In terms of classroom capacity, “the maximum permissible seating capacity in HEI classes in locations under Alert Level 1 is 100 percent,” according to the resolution. “There will be no restrictions on the operation of student dorms; however, the HEI should cooperate with the LGU (local government unit) concerned before opening.”
