In the face of rising oil prices, the Department of Energy asks the public to report fuel hoarding.

CEBU CITY, Philippines – In view of the imminent oil price increases brought on by the Ukraine conflict, the Department of Energy’s Visayas field office issued an alert on Monday urging the public to report fuel hoarding.

DOE-Visayas director Russ Mark Gamallo warned hoarders about the provisions of Department Circular (DC) 2017-11-0011, the Revised Retail Rules Governing the Business of Retailing Liquid Fuels, and DC 2014-01-0001, the Liquefied Petroleum Gas (LPG) Industry Rules, and DC 2014-01-0001, the Liquefied Petroleum Gas (LPG) Industry Rules.

According to Gamallo, Section 2(H) of Presidential Decree 1865, which amended Batas Pambansa 33, prevents retail outlets from stockpiling fuel “before to a price hike or during periods of scarcity.”

“Hoarding of petroleum products for retail is commonly described as refusing or failing to sell to the general public, even when supply is available and the consumer has the means to pay in cash,” Gamallo explained.

According to him, offenders of PD 1865 face up to five years in prison, a fine of up to PHP50,000, or both.

The energy department’s circulars also include fines and punishments for industry participants who are detected and proven to be in violation of the law.

The recommendation was given by the DOE field office in anticipation of expected large price increases that industry stakeholders would use to boost their profits.

Motorists who are denied fuel by gas stations while having a supply should contact the DOE-Visayas field office or the director’s office immediately at 0915-887-3357, according to Gamallo.

Meanwhile, inspectors from the field office continue to monitor the activities of gas station fuel pump machines to ensure that they are calibrated properly and dispense the precise amount of fuel that a customer has paid for.

Part of the monitoring effort, according to Evander Diola of the DOE-Visayas Energy Industry Management Division inspector, is to guarantee that gas stations here are selling the correct grade of normal, unleaded, and diesel fuel based on the criteria of each fuel type.

Inspectors gather random samples from Cebu gas stations and put them through a technical fuel quality standards test for biofuels and biofuel-blend gasoline and diesel to guarantee compliance with Philippine National Standards on petroleum.
