MANILA, Philippines — The Commission on Elections (Comelec) is totally committed to making its preparations for the national and local elections on May 9 more transparent.

“As soon as we took office, we pledged to uphold the sanctity of the vote box as our guiding principle. As Chair of the Comelec, I have made it clear that complete transparency is my policy “Saidamen Pangarungan, chairperson of the Comelec, speaks to the media during a walk-through of the vote-counting machines (VCMs) and consolidation and canvassing system (CCS) production and deployment process in Sta. Rosa, Laguna, on Monday.

Pangarungan stated that they are taking advantage of every opportunity to open these preparations to the public “without jeopardizing the ballot security.”

Commissioner George Erwin Garcia repeated Pangarungan’s sentiments, stating that the Comelec will meet with stakeholders on a regular basis to discuss their preparations.

“Every week, we will host a briefing for all political parties, party lists, media, stakeholders, and citizens arm on what are the latest updates, developments, and deployment statuses,” he stated.

President Rodrigo Duterte defended the poll body over the weekend, despite charges that it violated the norm requiring the availability of ballot printing procedures to election observation parties.

Poll watchdogs, such as the National Citizens Movement for Free Elections (Namfrel), had previously chastised the Comelec for denying election observation groups access to the national election preparations.

Meanwhile, Garcia stated that the Comelec has begun the deployment of vote boxes for use on election day.

The shipment of goods from the warehouse to the several provincial centers began on February 1 and is scheduled to end on March 31.

The voting devices and CCS computers will be distributed from April 2 to April 19.

From April 20 through May 5, official ballots will be mailed from the National Printing Office.
