Despite rising oil prices, the DOE supports WFH and 4-day work week programs.

MANILA – In the face of continuous fuel price spikes, the Department of Energy (DOE) supports the extension of work-from-home arrangements and the idea for a reduced workweek to reduce oil use.

“We also support ‘yong panukala na four-day work week at palawigin natin ang work-from-home at maiwasan ang pagbiyahe ng ating mga mamamayan (We also support President Rodrigo Duterte’s proposal for a four-day work week and the extension of work-from-home set-up for the public to avoid traveling),” DOE Secretary Alfonso Cusi said during President Rod

During the same meeting, Socioeconomic Planning Secretary Karl Kendrick Chua suggested adopting a four-day workweek.

This idea proposes to reduce work-related expenses for the general public, such as fuel and transportation.

Since the beginning of the month, when Metro Manila was placed on Alert Level 1, the government has pushed those in WFH arrangements to return to work in order to increase economic activity.

The Philippine Economic Zone Authority (PEZA) and the information technology and business process outsourcing (IT-BPO) industry asked the Fiscal Incentive Review Board (FIRB) last week to expand the WFH scheme to PEZA-registered IT-BPO enterprises.

PEZA Director General Charito Plaza said in a statement earlier this week that continuing the hybrid work model is efficient in light of rising fuel prices and the need to decongest Metro Manila traffic.

“The advice is consistent with the telecommuting statute (Republic Act 11165), which predates the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act and acknowledged working from an alternate workplace with the use of telecommunication and/or computer technologies,” Plaza added.

Employer discretion is important.

Meanwhile, the Department of Labor and Employment (DOLE) stated that it is up to businesses to implement flexible work arrangements in the private sector.

“There is no need for a new law or Department Order under the four-day workweek plan. A Labor recommendation on flexible work arrangements has been issued. In a virtual conference, Labor Undersecretary Benjo Benavidez remarked, “The four-day workweek is a flexible work arrangement.”

Benavidez, on the other hand, claims that this work arrangement does not include overtime compensation.

“Under (a) previous labor guideline, there is no requirement to pay overtime premiums when a compressed workweek is imposed. This is due to the fact that the implementation of a reduced workweek is based on a voluntary agreement between employees and employers,” he continued.
