In the midst of the oil crisis, a law called “Relief, Reform, and Recovery” is being pushed.

MANILA, Philippines – Senatorial candidate and Taguig-Pateros Rep. Alan Peter Cayetano said on Tuesday that if he wins a Senate seat in May, he will push for the adoption of a “Relief, Reform, Recovery” measure that would provide tangible remedies to the recent fuel price spike.

Cayetano stated in an interview that the assistance program’s goal is to provide direct financial incentives and subsidies to Filipino families, particularly those from the afflicted sectors.

“As an example, ‘yung sampung libong ayuda po ng relief [program].” Noong Bayanihan 1, bagkus two provides, PHP5,000. Nagawa na natin iyan iyan iyan iyan iyan iyan iyan iyan iyan I […] Ngayon, ang kailangan lang natin, 5% savings [ng lahat ng ahensiya ng gobyerno] na idedeklara lang ng Malacaang, may PHP250 billion ka na We were able to put it into action during Bayanihan 1, when money was dispersed in two PHP5,000 portions. Now, by a mandate from the Malacaang, each government agency only needs to contribute 5% of their savings in order for us to give PHP250 billion in aid),” he said.

He explained that the reform initiative aims to make permanent improvements to the government’s current system, particularly by building a comprehensive aid system to assist Filipinos in times of crisis.

Considering that the transportation industry has traditionally been a recipient of humanitarian aid, Cayetano pointed out that the government still lacks a list of gasoline subsidy applicants.

“After two years of a pandemic, bakit hindi naman ang DOTr gumawa ng master list?” (With the pandemic already two years old, why hasn’t the Department of Transportation created a master list of help recipients?)” he said.

Cayetano stated that he is considering improvements to the government’s aid distribution methods so that affected sectors, such as transportation, hospitals, and quarantine hotels, receive aid more quickly and directly.

In terms of economic recovery, Cayetano stated that programs for micro, small, and medium companies (MSMEs), as well as agriculture, will help.

He claimed that the government might provide MSMEs and farmers with interest-free or low-interest loans, with repayment terms varying depending on the tenure and principal amount.

“More than 50% ng mga trabaho sa Pilipinas nanggagaling sa agricultural at sa micro, small, and medium-sized enterprises (Agriculture and micro, small, and medium-sized enterprises account for more than 50% of jobs in the country),” he stated.
