PRRD hopes that the NTF-ELCAC will be continued by the next administration.

MANILA, Philippines β€” President Rodrigo Roa Duterte expressed optimism on Monday that the National Task Force to End Local Communist Armed Conflict will continue to receive backing from the next administration (NTF-ELCAC).

This came as Duterte praised the NTF-ELCAC for its anti-insurgency initiatives that helped the country maintain peace and order.

“I hope the next administration continues with this ELCAC,” Duterte stated in a prepared Talk to the People broadcast on state-run PTV-4 on Tuesday morning.

Despite the anti-insurgency task force’s work, which led to the reintegration of many former rebels into mainstream society, he regretted that the opposition has been asking for the NTF-ELCAC to be abolished.

“Alam mo ‘yung ELCAC sinasaway ng mga kapartido sa labas sa aming grupo (You know, the ELCAC has been condemned by groups outside our party),” Duterte added. “Itong (This) ELCAC is an excellent program.” It has aided many of the rebels in their attempts to integrate into society.”

Duterte also reiterated his plea for the communist insurgents to surrender, promising them a nice life.

“To rebels, surrender because ELCAC is there to help you,” he stated.

The NTF-ELCAC is tasked by Duterte’s Executive Order 70, which was signed on Dec. 4, 2018, to use a whole-of-nation strategy to achieve “inclusive and durable peace” in the Philippines.

According to the NTF-report ELCAC’s from July 2021, the NTF-ELCAC has eliminated 16 Guerrilla Fronts and six Regional Guerrilla Units.

It has also offered 194 villages with livelihood training and 710 villages with skills training.

From 2020 to 2021, a total of 2,701 retooled community assistance program orientations were conducted in many rebel-infested villages around the country, according to the report.

The NTF-ELCAC has also gained the support of 1,715 local government units, with 84 percent of them (1,436) supporting a resolution declaring the Communist Party of the Philippines’ (CPP) military branch, the New People’s Army (NPA), as persona non grata in their respective jurisdictions.

The Philippines, the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand have all designated the CPP-NPA as a terrorist organization.

On June 23, 2021, the Anti-Terrorism Council formally declared the National Democratic Front, the CPP’s political wing, as a terrorist organization, identifying it as “an integral and inseparable part” of the NPA, which was founded in April 1973.
