The health commission’s mission is to protect Filipinos from lifestyle diseases.

MANILA, Philippines – Due to the fact that heart disease, stroke, and cancer kill a large number of Filipinos, UniTeam senatorial candidate Harry Roque wants to establish a multisectoral health promotion organization to prevent additional deaths from lifestyle diseases.

Roque expressed concern that non-communicable diseases such as ischemic heart disease, cerebrovascular disease (stroke), and neoplasms (cancer) would be the leading causes of death in the country in 2020 and 2021.

“Prevention of lifestyle diseases requires a ‘health promotion’ approach rather than a ‘curative’ one,” Roque stated in a news release on Wednesday. “This will motivate Filipinos to take steps to reduce their risk of developing degenerative diseases and disabilities.”

The former party-list representative was instrumental in the passage of Universal Health Care for All Filipinos, the National HIV and AIDS Policy, and a nationwide free lunch for schoolchildren.

If elected to the Senate, Roque will propose the establishment of a Health Promotion Commission, chaired by the President, to mainstream health into all facets of economic development.

House Bill 918, introduced by the health and human rights activist, establishes a commission to oversee the implementation of health promotion in the Philippines.

National and local governments, civil society organizations, local communities, academia, and the private sector all participate actively in the proposed law.

“We want to address long-term health issues like diabetes, hypertension, cancer, heart disease, and stroke,” Roque added. “This would benefit the poor, the disabled, the elderly, the youth, the female population, and other marginalized groups.”

Three commissioners will serve on the multisectoral body. The advisory board will be comprised of representatives from 23 government agencies and 13 independent experts from a variety of fields and sectors.

Additionally, the measure establishes a Health Promotion Fund, which will be funded with 20% of the remaining incremental revenues allocated to health under Republic Act 10351, the Sin Tax Reform Law.

Roque would also push for improved health care implementation as part of his Senate legislative agenda, by establishing the National Health System to replace the corrupt Philippine Health Insurance Corporation.

He would also introduce legislation requiring six years of ‘zero hunger,’ the right to potable water, a ‘three-day’ court hearing rule, and job creation for pandemic-affected workers.

Ischemic heart diseases claimed 110,332 lives in the first nine months of 2021, according to the Philippine Statistics Authority (PSA). It accounted for 18.3 percent of all deaths in the country.

Additionally, it represented a 28% increase over the 86,164 heart disease-related deaths recorded in 2020.

According to the PSA, stroke killed 58,880 Filipinos in 2021, while cancer claimed 48,937 lives.
