PH reaffirms its ‘unwavering support for the International Court of Justice’s ruling against Russia

MANILA, Philippines – The Philippine government, through the Department of Foreign Affairs (DFA), has reaffirmed its “unwavering support” for the International Court of Justice (ICJ) resolving the Ukraine-Russia dispute, days after the latter was ordered to cease military operations in Ukraine.

“The Philippines would like to take this opportunity to reaffirm its unwavering support for the International Court of Justice, the United Nations’ principal judicial organ,” the DFA stated in a March 23 statement.

“The Philippines also urges Russia and Ukraine to adhere to the International Court of Justice’s decision and to make every effort, short of the latter surrendering any portion or particle of a state’s sovereignty and the rights, privileges, and prerogatives that go with it – war is not the worst evil, nor is peace at the cost of submission – to peacefully resolve their dispute in the interest of upholding the rule of law and maintaining international peace and security.”

The DFA stated that it takes note of the court’s grave concern about Russia’s use of force and the ongoing loss of life and human suffering in Ukraine.

The International Court of Justice (ICJ) issued three provisional measures on March 16, one of which directed the Russian Federation to “immediately suspend military operations that began on February 24.”

Additionally, the ICJ unanimously directed both parties to “avoid any action that would aggravate or prolong the dispute before the Court, or would make it more difficult to resolve.”

The world court’s decision came in response to a lawsuit filed by Ukraine on February 27 alleging that Russia used fabricated genocide claims against the people of the Luhansk and Donetsk oblasts to justify its military operations.

Ukraine has repeatedly denied the existence of such genocide.

According to Article 41 of the ICJ’s Statute, the world court has the authority to order provisional measures to protect each party’s rights pending a final decision.

While ICJ decisions are binding, the court lacks the ability to enforce them directly.

Despite this, President Volodymyr Zelenskyy of Ukraine hailed the ruling as a “complete victory.” In a March 16 tweet, he stated that Russia must comply immediately or risk further isolation.
