MANILA, Philippines — The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) claims it has more than enough evidence to prove that the Communist Party of the Philippines-New People’s Army (CPP-NPA) and its affiliates are responsible for crimes and atrocities against Filipinos.

In a statement, NTF ELCAC vice-chair Hermogenes Esperon Jr. also asked the Department of Justice (DOJ) to launch an inquiry right now after Justice Secretary Menardo Guevarra stated that action would be taken against these organizations.

“If the groups linked with the CPP-NPA commit acts of violence, create terror, or undermine the public order, action would be done, according to the Justice Secretary himself. As a result, the NTF-ELCAC urges the DOJ to launch an investigation into the groups associated with the CPP-NPA as soon as possible because we believe we have more than enough evidence to warrant an investigation into the crimes committed by the CPP-NPA and the groups associated with them “Esperon remarked.

Through statements provided by CPP-NPA-National Democratic Front (NDF) cadres who have voluntarily surrendered to the government through the government’s “Balik Loob” initiatives, Esperon, who is also National Security Adviser, said the NTF-ELCAC is well aware of the crimes and atrocities committed by communist terrorists and their allies.

“The NTF-ELCAC has successfully caused the ‘Balik-Loob’ of CPP-NPA-NDF cadres and front organization leaders, members, and mass base sympathizers through a whole-of-nation approach based on good governance. Many of these former cadres, according to Esperon, have also been victims of CPP-NPA-NDF abuses and have pledged to speak out and work for a just and lasting peace for the Filipino people by ending the local communist military conflict.

“Their ordeals literally bear witness to the undeniable fact that the CPP-NPA-NDF has committed a series and a multitude of crimes, including, but not limited to, qualified human trafficking, rape, child abuse, murder, coercion, widespread use of anti-personnel mines, International Humanitarian Law, desecration of IP (Indigenous Peoples) ancestral domains, forced recruitment of IP children, violation of Republic Acts 11188 and

“While the Justice Secretary believes that demonstrating support for any groups linked with the CPP-NPA terrorist organization is not ‘illegal,’ this does not indicate that accepting or soliciting such assistance from a group associated with the CPP-NPA criminal organization is morally justified. The vice-chair of the NTF-ELCAC further stated that communist terrorists have no place in the hearts, minds, or communities of God-fearing Filipinos.

“We, the NTF-ELCAC, are united with the Filipino people in our common desire to bring peace to our country by ending the local communist armed confrontation,” Esperon added.

Esperon further stated that any type of alliance-building, collaboration, or coordination by and among the CPP-NPA-NDF terrorist group and their front organizations with any political party or political aspirant in the May 9, 2022 elections is highly condemned and opposed.

“Any form of alliance between groups associated with the CPP-NPA-NDF and any political party or candidate is still an alliance with the CPP-NPA-NDF terrorist organization because their front organizations are part and parcel of the CPP-NPA-so-called revolutionary NDF’s dual tactics,’ which are comprised of a so-called ‘protracted armed struggle,’ manifested in acts of terrorism and atrocities against the Filipino people, and a political struggle

The United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist organization.

The NDF was officially legally labeled as a terrorist group by the Anti-Terrorism Council on June 23, 2021, identifying it as “an integral and inseparable member” of the CPP-NPA, which was established in April 1973.
