The Department of Education wants to increase the number of students with disabilities enrolled.

MANILA, Philippines β€” In an online webinar with the National Council on Disability Affairs on Monday, the Department of Education (DepEd) reiterated its goal of increasing the number of learners with disabilities enrolled.

This coincides with the 18th Women with Disability Day, when the Department of Education joined the Department of Labor and Employment, the Department of the Interior and Local Government, and other stakeholders in promoting the “3E’s to Empowerment” for women with special needs, especially equal participation in education, employment, and elections.

Given the significant decline in enrollees for learners with disabilities during the pandemic, Annalyn Aquino, DepEd Senior Education Program Specialist of the Student Inclusion Division-Bureau of Learning Delivery, said that increasing enrollees for learners with disabilities is one of the department’s key objectives.

According to the most recent data, female students enrolled decreased from 152,420 in the school year 2019-2020 to 38,914 in the school year 2021-2022.

“Ang nakikita nating rason (The reason we’re seeing…) is that learners with disabilities, particularly those in mainstreamed classes, are not being correctly tagged in the Learner’s Information System (LIS),” Aquino stated.

She went on to say that it prompted a series of orientations for receiving teachers, school leaders, and supervisors in order to address the issue of accurate learner tagging.

In addition to expanding student enrolment, the Department of Education is doubling its efforts to increase the number of schools that offer special education programs for students with disabilities.

A Special Education Program is currently in place in 13,408 schools across the country (SPED).

“Gusto nating palawakin ‘yung kapasidad ng ating (We want to convert our) SPED centers into inclusive learning resource centers,” Aquino added.

The Department of Education also wants to put up goods for SPED teachers, as well as provide data indicators like completion rate, survival rate, and school leaver rate.

Aquino also noted the critical role that the implementation of RA 11650, or the Act providing inclusive education for learners with disabilities, will play, noting that it will help the DepEd’s efforts and targets for learners with special needs to be more relevantly intensified and accelerated.
