SUCs and TESDA are required to provide railway-related courses and trainings: solon

MANILA, Philippines β€” Senator Joel Villanueva stated Tuesday that the government should begin establishing programs in State Universities and Colleges (SUCs) to develop a pool of railway technology specialists in the country.

Villanueva stated in a press release that railway engineering and technology courses should be made available in SUCs to meet the country’s labor demands while the local railway industry develops.

The Department of Transportation (DOTr) had already secured a contract worth PHP142 billion with three Chinese businesses for the first phase of the 565-kilometer Philippine National Railways (PNR) Bicol project.

The PNR Bicol project, according to Villanueva, who also chairs the Senate Committee on Higher, Technical, and Vocational Education, may be “a tremendous employment generator.”

He further noted that it will encourage many SUCs around the country to provide railway engineering and technology degrees.

The Technical Education and Skills Development Authority (TESDA), according to Villanueva, should advocate for railway-related training programs to be made available to the construction industry.

He also encouraged the government’s Task Group on Economic Recovery – National Employment Recovery Strategy to outline the work opportunities that the PNR Bicol Project can provide Filipinos, in order to meet the inter-agency body’s two million job creation target.

The project is a “strong economic stimulant, a catalyst for development, and a clean form of transportation,” according to Villanueva.

The PNR Bicol Project consists of 35 stations that will run from Manila to Albay via Laguna, Quezon, and Camarines Sur, with a branch line in Batangas and an extension line in Sorsogon.

It is expected to be completed in 2024, with railway operations beginning in the third quarter of 2025, according to the DOTr.

To date, only the Philippines’ Polytechnic University offers a graduate program in railway engineering.

The Department of Transportation has inked a memorandum of understanding with the National Skills Academy for Rail in the United Kingdom for the education and training of Filipinos in the rail sector through the Philippine Railway Institute.

The collaboration agreement intends to provide the country with a highly-skilled, professional, and world-class rail workforce.

Meanwhile, Villanueva stated that the Commission on Higher Education has a memorandum of understanding with the Department of Transportation for the ongoing training of railway technicians and engineers.
