MANILA, Philippines – UniTeam senatorial candidate Harry Roque has promised to defend journalists who are threatened, intimidated, or harassed at work because they are doing their jobs.

If elected, Roque, a human rights lawyer, would re-file the bill to offer journalists the same protection as witnesses.

“‘Yung mga peryodista, mamamahayag na may banta sa buhay, bibigyan po natin sila ng proteksyon kapareho po natin sa mga testigo sa witness protection plan,” he said in a statement on Thursday.

When Roque was still a lawmaker, he introduced House Bill No. 913, the “Journalist Protection, Security, and Benefits Act.”

Journalists will have access to a “safe housing facility for journalists until the threat, intimidation, or harassment ceases or is reduced to a manageable or bearable level,” according to HB 913.

A journalist, according to the bill, is someone who “frequently communicates information to the general public, regardless of whether he or she earns money for doing so.”

Under the bill, threatened journalists would be entitled to migrate and, if necessary, change their identities. The journalist and their family can also receive financial assistance.

If a journalist is killed while under protection, their heirs will be compensated with a minimum of PHP500,000 in funeral costs. Their children will be eligible for free education from kindergarten through university in any public or private institution.
