DENR has been ordered by PRRD to reject applications for reclamation activities.

MANILA, Philippines — On Thursday, President Rodrigo Duterte said that he has authorized acting Environment Secretary Jim Sampulna to freeze the receipt of reclamation activity applications.

Duterte issued the order after admitting that plans for huge land reclamation are nothing more than a breeding environment for corruption.

“Tanang application karon sa reclamation — tanan and it may cover Cebu and Mindanao — giingnan nako si Acting Secretary na iundang tanan (I urged the Acting Secretary to stop all of them),” he stated in an address made in Lapu-Lapu City.

This comes after Duterte said that he had fired at least six Cabinet officials over alleged involvement in shady reclamation transactions in Manila Bay.

Duterte has refused to name the Cabinet officials who have been sacked. He also didn’t go into detail about the alleged dodgy reclamation plans.

“Di ko kuan og kanang magpa-announce sa media pero about, in the process, five Cabinet members ang akong, o six, akong napalagpot kay due to corruption,” he remarked. “May dinismiss ako na Cabinet members, and iyong ito ‘yung (I dismissed Cabinet members, and it has something to do with) reclamation projects in front of Manila,” he said.

Duterte stated again that he could not support reclamation efforts because they would only benefit “big” corporations.

“But ‘yung iba lalo na ‘yung — alam mo dito sa gobyerno na ito, ‘yung mga reclamation projects kagaya, ang mga bilyonaryo ra diha.” Ang mga way kwarta o laway ray imong kapital, di gyud puwede na kay basig gamay ra imong kapital unya musulod ka anang butanga, eventually imo nang ibaligya sa kaning mga negosyanteng dagko, di gyud puwede na kay basig gama ‘Habulin mo,’ mao to giingnan nako. (You should know that only the wealthiest participate in this government’s restoration efforts.) Those who do not have money or who utilize their communication skills as capital will never be able to work because it will always end in corruption because if you start a firm with a modest amount of money, you will eventually sell it to large corporations. “So I told them, ‘Pursue them,'” he explained.

In his final months in office, Duterte stated he has no plans to approve any major projects, including the reclamation proposals.

He stated that he will delegate authority over the projected reclamation activities to his successor.

“So daghan tong gusto mugukod, di na ko, di nako maka-pirma’g appointment, di na pud ko muhatag og project, parehas ani karong… Then there’s the matter of discretion in terms of itong magbigay ang Manila’s reclamation sites. Either akong giingon punggan nako, ihatag ko nalang sa sunod nga mudala, or akong giingon punggan nako. (There are a lot of people that want to see me.) But I won’t anymore; I won’t sign contracts, and I won’t sanction large sums of money for projects like… Then there’s the option to allow reclamation in Manila, which I indicated I’ll suspend for the time being and leave to the next administration),” Duterte remarked.

He did, however, suggest that appropriate reclamation ideas could be authorized at the “last minute.”

“It’s either we give it last minute basta tinarong lang and the legal criteria are met, or we don’t give it at all — but sila, dili ako.” You go through everything and if you believe it’s right and legal, buhii nalang (It’s either we hand it to them at the last minute for as long as it’s honest and the legal requirements are met, I might simply let you know — but they’ll do it, not me.) “You analyze everything and give it to them if you think it’s proper and legal,” Duterte stated.
