After the elections, a new number coding technique called MMDA may be implemented.

MANILA, Philippines β€” According to a Metropolitan Manila Development Authority (MMDA) official, the introduction of a new number coding scheme to reduce vehicular traffic in the National Capital Region (NCR) may commence after May 2022 elections.

MMDA General Manager, Undersecretary Frisco San Juan Jr., said investigations on the projected 40 to 50 percent car reduction plans are still proceeding during a Laging Handa briefing on Friday.

“Nakipag-usap pa po tayo sa other government agencies upang mabigyan din nila ng mga suhestiyon kung alin dun sa dalawa ang ating ipapatupad at maaari pong siguro after elections na po natin ipapairal,” San Juan said.

The MMDA had previously recommended two improvements to its Unified Vehicular Volume Reduction Program (UVVRP)β€”commonly referred to as number or color-coding.

One possibility is a 50 percent volume reduction plan, in which vehicles with license plates ending in even numbers are prohibited from driving on key NCR routes on Tuesdays and Fridays, and vehicles with license plates ending in odd numbers are prohibited on Mondays and Thursdays.

The other option is a 40% reduction plan, in which vehicles will be prohibited from entering NCR two days a week on a rotating timetable based on their license plate.

Both choices will be applied only during peak hours, which are 7 a.m. to 10 a.m. in the morning and 5 p.m. to 8 p.m. in the evening.

He said the MMDA is also cooperating with the public transportation sector and the Land Transportation Franchising and Regulatory Board (LTFRB) on the probable reopening of old and new public transportation routes to handle the impending return of face-to-face classes.

Government offices will have new working arrangements.

The Civil Service Commission is also looking at the revised work arrangements for government offices suggested by the MMDA to help reduce traffic during peak hours, he said (CSC).

“Nasa kanila po ang pag-aaral ngayon at inaasahan po natin na magkakaroon na po ito ng konting linaw o katuparan sa mga darating na araw po,” San Juan added.

Previously, the MMDA proposed moving government offices in the NCR’s regular work hours an hour earlier, from 7 a.m. to 4 p.m., rather than the usual 8 a.m. to 5 p.m. workdays.

It also offered two types of four-day workweeks: 10-hour workdays four days a week or eight-hour workdays at the office four days a week plus one day at home.
