MANILA, Philippines – Presidential contender Sen. Emmanuel “Manny” Pacquiao vowed that if elected, his administration would end impunity in the fight against government corruption, ensuring that corrupt officials fill prisons.

In response to a question about whether the root of corruption could be deemed systemic or based on personal flaws, Pacquiao stated that he would like to see the bureaucracy fully automated to eliminate fixers and other middlemen, but did not explain.

To eliminate corruption, he argued, leadership and political will are required, and that disciplining corrupt officials would be an effective deterrent.
