MANILA, Philippines — Local chief executives have till April 7 to assemble their respective Local Governance Transition Teams (LGTTs) in order to facilitate a smooth transition of responsibility to their potential successors before the May elections.

Undersecretary Epimaco Densing III of the Department of the Interior and Local Government (DILG) said in a Laging Handa briefing on Monday that under the agency’s Memorandum Circular (MC) No. 2022-029, LGTTs must ensure the safekeeping of records, documents, and assets during the election period and ensure a smooth local governance transition of new officials on June 30, 2022.

“All local governments throughout the Philippines, whether provincial or municipal, must form a local governance transition team led by a local chief executive, consisting of all department heads, a representative from the DILG, your local council secretary, and a representative from a civil society or people’s organization,” Densing said.

He explained that LGTTs must inventory all LGU properties, including immovable items like land, buildings, infrastructural facilities, and their improvements, as well as moveable goods like vehicles, office equipment, furniture, fixtures, and office supply inventories.

The transition team must also collect, secure, and preserve all official documents and/or records of LGU official transactions; and, in the case of a new set of incoming elected officials, turnover accountabilities using the prescribed forms, and update the list of accountabilities in the case of re-elected officials.

On June 30, an LGTT must hold a turnover ceremony for incoming local officials, which must include a briefing on the governance assessment report and key challenges, and ensure that the incoming officials complete the elective local official personal data sheet, which must be submitted to their Human Resources Management Office, Office of the Sanggunian (Municipal/City Council), and the DILG Field Office by July 11.

All LGU assets, records, and papers, among other things, must be given over transparently and effectively to a new group of elected local officials “for the seamless continuation of ongoing programs for the people,” according to Interior Secretary Eduardo Ano.

“During a possible leadership transition in the LGUs, public service must not be impeded. We urge our local chief executives (LCEs) that they must construct LGTTs as soon as possible to ensure public service continuity and that all assets are properly accounted for during the transition “Ano said.

The 2021 Governance Assessment Report, contracts and loans agreement, Comprehensive Development Plan; 2022 Annual Investment Program; Comprehensive Land Use Plan; Public Service Continuity Plan; LGU’s Citizens Charter; and various full disclosure policy documents are among the official documents the LGTTs must secure.

“Along with the other LGU documents, the LGTTs are expected to ensure that the all-important LGU Devolution Transition Plan is transmitted to the next set of local officials, in accordance with the Mandanas-Garcia Supreme Court order and Executive Order No. 138,” Ano added.
