On the Kaliwa Dam, IPs and other stakeholders were consulted: Palace

MANILA, Philippines β€” Malacaang announced on Wednesday that all stakeholders, including indigenous peoples (IPs), have been consulted on the construction of the Kaliwa Dam.

This comes after Senator Francis Pangilinan, a vice presidential candidate, questioned the signing of the memorandum of agreement for the PHP12.2-billion Kaliwa Dam project despite purported objections from the Dumagat-Remontado tribe, which claims to be inhabiting portions of the project site.

“We guarantee [the public] that the Kaliwa Dam project is subject to the due process,” Communications Secretary Martin Andanar, who also serves as the acting presidential spokesperson, stated in an online press conference.

Andanar stated that the Kaliwa Dam project would assist supplement Metro Manila’s water supply, stating that it is expected to offer an additional 60 million liters of water per day to the country’s capital and surrounding regions.

“The Duterte administration prioritizes national interests and the benefits of this infrastructure to the Filipino people,” he stated.

Andanar went on to say that the government will ensure that the construction of the Kaliwa Dam went off without a hitch.

“Ang pagtatayo ng Kaliwa Dam ang nakikitang sagot sa tubig sa Metro Manila,” he added. “Sisiguraduhin nating ang makikinabang mula sa proyektong ito ay walang sinuman kundi ang taumbayan lamang (We will ensure that no one benefits from this project except the general public).”

Pangilinan demanded a review of the China-funded Kaliwa Dam project on Tuesday, claiming that it had been “rushed for the sake of Chinese investors.”

In October 2019, President Rodrigo Duterte claimed he was considering using “special presidential powers” to speed up the building of the Kaliwa Dam in order to avoid another water crisis in Metro Manila.

Duterte pledged in March 2020 to “fight all the way” to complete the Kaliwa Dam project in order to assure adequate water supplies.

According to an explanation posted on the Metropolitan Waterworks and Sewerage System’s official website, the Kaliwa Dam is envisioned as a “climate resilient” project that will serve as a new water source to meet the increasing demand of an estimated 3.49 million households in Metro Manila, Rizal, and Quezon.

The MWSS has promised that those who would be harmed by the construction of the Kaliwa Dam will get enough compensation, new homes, alternative livelihood initiatives, and transportation and food allowances.
