The ARTA is planning to develop an electronic complaint mechanism.

MANILA, Philippines β€” The Anti-Red Tape Authority (ARTA) will unveil its first electronic complaint management system (CMS) on Tuesday, giving the public another way to voice their concerns about government red tape.

ARTA said in a statement released Monday that the move is in response to President Rodrigo Roa Duterte’s request for the government to automate processes to make government services more accessible and easy for the public.

According to the report, more individuals are becoming aware of ARTA’s role in addressing excessive bureaucracy, which contributes to corruption in government agencies.

“(M)ore people are turning to ARTA for help with their red tape issues,” the agency noted.

In keeping with the government’s aim for digitalization throughout national government agencies and local government units, the e-ARTA CMS will automate complaint filing and handling methods.

“Regular citizens can make complaints with ARTA via the web portal. According to ARTA, the e-ARTA CMS includes an electronic ticketing system, paperless complaint submission, cloud storage for backup, and SMS (short message service) notification for complainants.

The CMS will be handled by the newly created Committee on Anti-Red Tape (CART). CART will have direct access to an electronic dashboard that will allow it to track and respond to complaints in real time.

ARTA also expects that this program will assist authorities in addressing backlogs of complaints.
