The relationship between a PNP official and the ‘e-sabong’ organization has been called into question.

MANILA, Philippines — The Senate questioned the relationship between Lt. Col. Ryan Jay Orapa, the Regional Drug Enforcement Unit chief of the National Capital Regional Police Office (NCRPO), and the Pitmaster Group, a licensed electronic sabong (online cockfighting) company previously linked to businessman Atong Ang’s Lucky 8 Star Quest Inc.

Senator Ronald dela Rosa, chair of the Committee on Public Order and Dangerous Drugs, said they received information that Orapa’s wife is a shareholder of POV Security Agency, Inc., which has an existing contract with the Pitmaster Group before the committee wrapped up its investigation on the missing persons allegedly involved in e-sabong on Monday.

“Hindi kaya ito’y prize ni Atong Ang sayo, sayong mga pabor na binigay mo sa kanya, ‘yung pagbigay sayo ng kontrata?” “Hindi kaya ito’y reward ni Atong Ang sayo, sayong mga pabor na binigay mo sa kanya, ‘yung pagbigay sayo Orapa was questioned by dela Rosa.

The charges were refuted by Orapa.

“Your honor, no. Your honor, this is a real business. To be rewarded or awarded a contract, you must apply or bid for it. So, your honor, such an allegation na sinasabing prize, hindi po “Orapa responded.

After learning during the hearing that POV Security Agency, Inc. took over serving the Pitmaster gang in February of this year, roughly a month after the last person linked to e-sabong went missing, Dela Rosa questioned Orapa.

“Dahil dati rin akong pulis, kaya ako, with my evil mentality, pardon me if I’m malicious. Ang marunong mag-isip ako. ‘Tuloy na baka award ‘to ni Atong Ang sayo dahil sa mga pabor na binigay mo, whatever services na binigay mo sa kanya,’ naisip ko tuloy na baka prize ‘to ni Atong Ang sayo. Yung sa akin yung yung yung yung yung yung yung yung y Please don’t be insulted. Tayong pulis tayo tayo tayo tayo tayo t (That’s why, with my wicked thinking, excuse me if I’m evil because I’m also a former cop.) Nakakaintindi ka how a cop thinks I understand how to think. That’s why I assumed that this was Atong Ang’s way of thanking you for whatever services you provided him. That is all there is to it. Please don’t get angry) “said dela Rosa.

When asked about the Philippine National Police’s existing policies on the subject, PNP commander Gen. Dionardo Carlos stated that their families are permitted to run enterprises as long as they are legal.

“Sa amin naman po ay napapayagan ‘yung amin pong asawa o kamag-anak as long as legitimate po’yung business at ang iniiwasan nga po namin dun ay magamit ‘yung maaaring impluwensya ng isang pulis doon sa negosyo,” Carlos remarked.

Even if they are allowed to participate in legitimate activities, PNP personnel should always put their sworn duty over their spouses and relatives, he said.

Senator Francis Tolentino has requested that the Department of Justice’s Undersecretary for Legal Services and Liaison Cluster, George Ortha II, provide the Senate panel with their reviews relating to the limitations of a public servant on engaging in legitimate businesses without conflict of interest.

“Kung legitimate naman po ‘yung papasukin na negosyo, sana natin na susundin po natin ‘yung proseso at hindi po natin mabibigyan ng kumbaga special treatment po ‘yung asawa at siguro po, mas maganda na rin na kung parte po tayo ng proseso

Tolentino stated that there is nothing wrong with public officials engaging in business as long as they are transparent.

“Hanggang saan ‘yung hangganan, dapat alam nung nagsu-supervise, alam nung sinu-supervise. Ang puno’t dulo nito at ang gusto ng lahat ay ma-augment ‘yung income para sa mga pamilya ng mga lingkod-bayan The aim of this, and what everyone desires, is to supplement the income of public officials’ families) “he stated

The Philippine National Police’s Criminal Inquiry and Detection Group and the National Bureau of Investigation told the Senate committee that they will cooperate in the investigation and bring justice to the families of those who have gone missing as a result of e-sabong.
