MANILA, Philippines — On Monday, Justice Secretary Menardo Guevarra asked officials from the Department of Justice’s (DOJ) agencies and offices to approach him before making potentially controversial decisions.

This comes after several employees from the Department of Justice’s Bureau of Corrections (BuCor) were chastised for permitting a television appearance with convicted retired Army Maj. Gen. Jovito Palparan.

“I would prefer that BuCor contact the Department of Justice, as its parent agency, on topics of public concern that may raise legal questions or entail policy considerations. As you are probably aware, the Justice Secretary’s office is not difficult to find “Guevarra explained to reporters.

Prison officials have subsequently produced documentation necessary by the DOJ for the department’s examination in determining if the official protocol was followed in enabling Palparan to be interviewed by SMNI, according to DOJ Undersecretary Deo Marco, who is in charge of the Bucor.

“It is still being reviewed by our technical section. They (Bucor) have attached the missing documents that I requested, as well as dates for the DOJ to review “Marco remarked.

Palparan, a former congressman, was found guilty in 2018 by a court in Bulacan of kidnapping University of the Philippines student activists Karen Empeno and Sherlyn Cadapan.
