The economy of Central Visayas is a deciding factor in wage orders: RTWPB

CEBU CITY, Philippines – The Regional Tripartite Wages and Productivity Board-Central Visayas (RTWPB-7) would take economic realities into account while voting on requests for minimum wage raises, according to the regional board chairman.

The Department of Labor and Employment’s (DOLE) Undersecretary Victor del Rosario cited the coronavirus disease 2019 (Covid-19) pandemic, the effects of Typhoon Odette, and the current fuel crisis caused by the conflict between Russia and Ukraine as factors to consider when determining wage adjustments.

Del Rosario serves as the agency’s regional director as well as an ex-officio member of the RTWPB-7.

“The wheels of the wage-fixing procedure are in action as a result of the petitions submitted.” “Prior to the public hearings, the board members took the first steps in examining the region’s economic situation, taking notice of the effects of the events I stated earlier in defining the region’s economic landscape,” he said during the board’s public hearing in Bohol.

Members of the regional board visited Tagbilaran City to hear petitions and positions from both employees and employers in order to get a better understanding of the true situation in Bohol, which is still on Covid-19 Alert Level 2.

On requests for pay increases, the labor official urged both sectors to “use this opportunity to be heard and make a stand.”

“I tell you that everything will be taken into account and that we will always be governed by our mandate of advancing and balancing the interests of both management and labor,” he added.

Salary Order No. 22 still applies to Bohol, which raised Tagbilaran City to the “C” classification on Jan. 5, 2020, with a minimum wage of PHP366 for non-agricultural workers and PHP361 for agricultural workers and those working in enterprises with fewer than ten employees.

The Bohol Alliance of Labor Organizations, represented by Bernardo Bihag, filed a petition with the RTWPB-7, requesting a PHP120 raise in the province’s minimum wage earners across the board.

Bihag also urged that the minimum wage in Region 7 be equalized, claiming that basic goods prices in Cebu and Bohol are nearly identical.

However, tourism operators in Bohol have voiced their opposition to any pay increases.

Anda Bohol Tourism Organization representative Fred Camacho said they haven’t gotten any help from the government, and that demands to raise workers’ salaries will force resorts and shops to close.
